WHEREAS, The City of Saint Paul and Ra.msey County have entered
into a Joint Powers Agreement providing for the transfer of Battle
Creek Park from the City to the County, and a transfer of the Lilydale
Regional Park Complex from the County to the City; and
WHEREAS, A portion of the Lilydale Regional Park Complex is
located within the City of Lilydale and it has been proposed that
the City of Saint Paul enter into a Joint Powers Agreement with the
City of Lilydale setting forth the duties and responsibilities of
the City of Saint Paul in regards to the operation and maintenance
of the Lilydale Regional Park Complex; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does here-
by approve agreement with the City of Lilydale whereby the City of
Saint Paul will agree to operate and maintain the Harriet Island-
Lilydale Regional Park, including those portions located within
the boundaries of the City of Lilydale, including the providing of
police and fire protection to the entire park complex as well as
providing for and compensating the City of Lilydale for all neces-
sary prosecutions of ordinance and statutory violations within the
park, with the City of Saint Paul to receive any and all fines
derived from such prosecutions, and further providing that the
City of Saint Paul will maintain and control County State Aid
Highway No. 45 which runs through the park in the event the road-
way is turned back to the City of Lilydale by Dakota County; and,
be it
FURTHER RESOLVED, That the proper City officers be and are
hereby authorized and directed to execute this agreement on behalf
of the City of Saint Paul, a copy of said agreement to be maintained
in the office of the Department of Finance and Management Services .
