MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding shall apply to the employees holding the
title of Assistant Fire Chief.

1. Salaries applicable to the fiitle of Assistant Fire Chief shal� be as

� 3. The e�ployer will continue for the period of this Memorandum to pravide

The employer will for the period of this Memorandum provide for employees
who retire after the time of execution of this riemorandum and until such
enployees reach sixty-f3ve (65) years of age such health and li.fe insurance
benefits as are provided by the employer. In order to be eligible for the
benefits under this early retiree provision, the employee must:
3.1 Be receiving benefits from a Public Employee Retirement Act.
3.2 Have severed his relationship with the City o£ Saint Paul
under one of�the early retiree plans.
4. In the event of the death of an active employee or an early retiree, the
dependent of such employee or retiree shall have the option within thirty
(30) days to continue or begin the cuxrent hospitalization and medical
benef its, including such improvement as may be made from time to time,
which said dependents previously had, or be eligible for the premium
applicable to dependents of active empl.oyees. It is further understood
that coverage shall cease in the event of:
4.1 Subsequent remarriage of the surviving spouse of the deceased
e�playse or retiree.
4.2 The employment of the surviving spouse where hospitalization
and medical insurance coverage is obtained through a group
program by sa�d employer. It is further understood, however,
�hat in said event, the surviving spouse shall have the right
to maintain City hospitalization and medical insurance caverage
for the first ninety (90) days of said employment.

5. For each eligible employee covered by this AGREII`1ENT selecting that
health insurance program wi.thout the AF�ARE provisions supplied to
t�e City by Blue Cross-Blue Shield, the City shall pay the entire
cost of such coverage, or $93.65 per month, whichever is less. In
addition, for each employee selecting dependent's coverage under �,,
the program without the AWARE provisions offered to the City by
Blue Cross-Blue Shield, the City sha11 pay the entire cost of such
dependent�s coverage or $197.24 per month, whichever is less.
6. For each eligib le employee covered by fihis AGREEMENT selecting that
health insurance prc�gram suppl�ed to the City by Group Health, the
City shall pay the entire cost of such coverage, or $60.85 per month,
whichever is less. In addition, for each employee selecting dependenC's
� coverage ur.der the program offered to the City by Group Health, the
C3ty shall pay the entire cost of such dependent's coverage or $101.17
per �onth, whichever is less.
7. For each eligible employee covered by this AGREEMENT selecting that
bealt� insurance program supplied to the City by Coordinated Care, the
City shall pay the entire cost of such coverage, or $58.00 per month,
whichever is less. In additi.on, £or each emplayee selecting dependent`s
coverage under the program offered to tha City by Coordinated Care, the
City shall pay the entire cost of such dependent`s. coverage or $111.00
per month, whichever is 1ess,
8. For each eligible employee covexed by this AGREEMENT selecting the
health insurance program supplied to the C3ty by �Il�10 riinnesota, the
City shall pay the entire cost of such coverage, or $67.90 per month,
whichever is less. In addition, for each employee selecting dependent�s
coverage under the program offered to the City by HMO Minnesota, the
City shall pay the entire cost of such coverage or $1Z2.09 per month,
wh3chever is less.
9. For each eligible employee covered by this AGREEMENT selecting the
health insurance program supplied to the City by SHARE, the City
shall pay the entire cost of such coverage, or $61.14 per month,
whichever is less. In addition, for each employee selecting dependent's
coverage under the program offered to the City by SHARE, the City
shall pay the entire cost of such dependent's coverage of $112.09
per month, whichever is less.
10. For each eligible employee covered by this AGREEMENT selecting the
health insurance program supplied to the City by Physicians Health
Plan, the City sha11 pay the entire cost of such coverage, or $75.98
per month, whichever is less. In addition, for each employee selecting
dependent's coverage under the program offered to the City by Physicians
Health Plan, the City shall pay the entire cost of such dependent's
coverage or $174.32 per month, whichever is less.
11. For each eligible employee covered by this AGREEMENT selecting that
health insurance program supplied to the City by rled Center, the City
shall pay the entire cost of such coverage, or $Sb.05 per month,
whichever is less. In addition, for each employet selecting dependent's
coverage under the program offered to the City by Med Center, the City
ahall pay the entire cost of such dependent's coverage or $111.30 per
month, whichever is less.

12. The City agrees to contribute the cost of $5,000 of life insurance
covErage for each empl.oyee who is eligible for such coverage which
cost is $2.07 per month per employee.
I3. In addition to the $5,000 Life Insurance Coverage in 12, the City \
agrees to contribute the cost of additional life insurance coverage
or $0.97 per thousand dollars of coverage per month, whichever amount
is less. The Cotal amount of l:t£e insurance coverage provided undr�r
this section and Section 12 for each employee shall be equal to the
�mploye�'s annual salary to the. nearest full thousand dollars. For the
purpose of this section, the employee's annu�I salary shall be based
on the salary as of the beginning of a contxact period. This con-
tribution shall be paid to the City�s group health and welfare plan.
14. Effective October 1, 1984, the dol.lar caps, specified �n items 5
froa I1 for employee coverage shall be increased to equal the total
October 1, 1984 premium cost for employee coverage �n the respective
plaas.
15. Any iacrease in the premium cost after September 30, 1984 for dependent�s
co`�rage specified in items 5 thru 11 sha11 be paid by the employee
unless an renewed labor agreement between the parties pxovides atherwise.
16. T'he Resi�ency Resolution passed by the City Coune�.I on December 30,
1982 u�der Council File No. 279643 shall apply to aIl employees covered
by this memoraitdum. �
17. T'he employer shall provide a severance pay program as set forth 3n
this Section.
17.1 To be eligible for the severance pay program, a� employee must meet
the f o�lowing requi.rements:
17.10 The employee must be 58 years of age or older or must be
eligible for pension under the "rule of 90" provisions of
�the Public Employees Retirement Association (PERA) .
I7.11 T'he employee must be voluntarily separated from City employment
or have been subject to separation by lay-off or compulsory
retirement. Those employees who are discharged for cause,
utisconduct, inefficiency, incompetency, or any other disciplinaxy
xeason are not eligible for the City severance pay program.
17.12 The employee must have at least ten (10) years of service under
the classified or unclassified Civil Service at the time of
separation.

17.13 The employee must file a waiver of re-employment with the
Director of Personnel, which wi11 clearly indicate that by
requesting severance pay, the employee waives all claims to
re-instatement or re-employnient (of any type) , with the City
or with Independent School District No. 625. �
1�.14 The employee must have accumulated a minimum of sixty (60)
days of sick leave credits at the time of his separation `
� from service.
17.2 If an employee requests sevexance �ay and if tfie employee meets the
eligibility requirements set forth abov�, he or she wi11 be granted
� severance pay in an asount equal to one-half af the daily rate of pay
for the position held by the employee on the date of separation for
ea.cb day of acerued sick leave sub�ect to a maximum of 200 accrued
sick leave days.
17.3 The �i�ua anount of money that any employee may obtain thraugh this
se�erance pay program is $6,500. �
17.4 For the purpose of this severance program, a death of an employee sha11
be considered as separation of employment, and if the employee would have
met all of the requirements set forth above, at the time of his or her
death, paynent of the severance pay wi].l�be made to the employee's
estate or spouse.
17.5 For the purpose of this severance program, a transfer from the City
of Saint Paul employment [o Independent School Distr3ct No. 625
employment is not considered a separation of employment, and such
trgnsferee shall aot be eligible for the City severance program.
17.6 The manner of payment of such severance pay shall be made in accordance
with the provisions of City Ordinance No. 11490.
17.7 This severance pay program sha11 be sub�ect to and governed by the
grovisions of City Ordinance No. 11490 except in those cases where
the specific provisions of this article conflict with said ordinance
and in such cases, the provisions of this article shall control.
17.8 Any employee covered by this Memorandum, may, in any event,. and
upon meeting the qualifications of thi4 article or City Ordinance
No. 11490, as amended by City Ordinance No. 16303, section 1, section 6,
draw severance pay. However, an election by the employee to draw
severance pay under either this article or the ordinance shall constitute
a bar to receiving severance pay from the other.

per month, whichever is less. In addition, for each employee selecting
dependent's coverage under the program offered to the City by Physicians
Health Plan, the City shall pay the entire cost of such dependent's
coverage or $174.32 per month, whichever is less.
11. For each eligible employee covered by this AGREEMENT selecting that
health insurance program supplied to the City by Med Center, the City
shall pay the entire cost of such coverage, or $56.05 per month,
whichever is less. In addition, for each employe� selecti�g dependent's
coverage under the program offered to the City by Med Center, the City
shall pay the entire cost of such dependent's coverage or $111.30 per
month, whichever is less.

12. The City agrees to contribute the cost of $5,000 of life insurance

This resolution approves the 1984 Memo of Understanding pertaining to the title of Assistant
Fire Chief. The new memo iacludes changes in the areas of Wages, Insurance, Severance Pay

Wages: 6X increase for 1984
Insurance: City currently pays 90X of iasuraace premiums. Effective October l, 1984, the
employees will pay all of the increase in premium for dependent'� coverage aad
