Hayes, Jr. � Assistant City Attorney DATE: January 12 , 1984 RE: Claim against the City of Saint Paul by Denice Lynn Marshall This suit involves an automobile accident occurring on May 4 , 1982 at 10 : 30 p.m. at the intersection of 12th and Jackson Streets . At that time, the street lights and traffic signals located at that intersection were not operational. An unmarked car driven by a St. Paul police officer on westbound 12th Street collided with plaintiff ' s vehicle, which was traveling northbound on Jackson.
