Enclosed please find a repurchase appiication, received from the prior owner(s),
for land forFeited to the State of Minnesota, "Trust ExempY'.
Recent County Board policy adopted December 21, 1999, No. 99-507, allows for
"each repurchase application to be referred to the municipality in which the
property is located. The municipality will document whether the property is
considered a municipal problem based on documented police, building code,
illegal activity, or health violations within the past five years. The municipality, by
resolution, shall recommend that the County Board approve or de�y the
repurchase appfication and return the repurchase application to Ramsey County
along with the resolution and documentation of any violations."
Along with a copy of the repurchase application, enclosed are the following
documents to assist you: 1) Code Violation Reports; 2) Police history summary;
and 3) Resolution No. 99-507, regarding the Tax Forfeited Lands repurchase
policy recently adopted. While the repurchase policy does not have a specific
timeline for action by the Gity Council, we ask that, if possible, we receive the
CounciPs recommendation within 60 days.
Please forward a certified copy of the Council's resolution to the Tax Forfeited
Land office for final processing. If you have any questions regarding the enclosed

premises at 383 S. Cretin Avenue is "Unfit for Human Habitation". In accordance with Saint
Paui Legislative Code, Chapter 34, Section 23, the premises wi11 be placarded on March 24,
1999 and ordered vacated no later than March 24,1999.
Your attention is called to the following provisions of Section 34.23, Subsection 6 entitled,
"Vacation of Structure or Unit":
"Any resSdential structure or residential unit which has been condemned or
placarded as unfit for human habitation shall be vacated within the fime set forth in
the placard andlor order. It shali be unlawful for any person to let to any person
for human habitation any structure or unit so condemned or placarded, and no
person shall occupy the structure or unit after the date set forth in the placard
and/or notice."

Principal Violafions: These deficiencies must be conected before this condemnation and vacate
order will be removed.
The basement is completely filled with papers and clutter, piled 4 to 5 feet high
everywhere.There is combustible material around the fiunace, which constitutes a serious
fire hazard.
2. Most of the main floor is filled with piles of papers, toilet paper and other refuse, piled 4
to 5 feet high allowing only narrow pathways through the house.
3. There is no smoke detector.
4. The toilet is f�lthy and appears to be inoperable.
5. The bathroom and tub are filthy.
6. The kitchen sink is filthy.
7. The refrigerator is inoperable and contains perishable food.
8. The bathroom electric outlet is not G.F.C.I. pzotected.
NOTE: Due to the conditions of the interior of the house, it was not possible to conduct a
complete inspecfion and additional violations may be present.
Other Violations: These deficiencies must be corrected in order to bring this property into
compliance with the Saint Paul Legislative Code.
9. There is peeling trim paint on the exterior.
Authorization to reoccupy thislthese dwelling unit(s) will not be given until it is demonstrated
that all principal violations have been conected and that no new conditions exist which could
constitute material endangerment or which threaten the peace, health, safety or welfare of the
occupants of this building.
All repairs and new installations must be made in accordance with the appzopriate codes. Permit
information may be obtained from the Building Inspection and Design Section, 350 St. Peter
Street, Lowry Professaonal Bldg. #300, (651) 266-9090.
You may file an appeal to this notice by contacting the City Clerk's Office at (651) 266-8989.
Any appeal must be made in writing within 10 days of the date of tlus notice.
It is the responsibility of the property owner to keep a11 buildings secured and to properly
maintain the premises at all times.

WHEREAS, The Ramsey County Board of Commissioners desires to
establish a repurchase policy for tax forfeited lands that is
consistent with Minnesota Statutes and reflects the Board's
standards for promoting the public interest; and
WHEREAS, The Ramsey County Board intends to establish a fair
and equitable process for the repurchase of tax forfeited land that
will correct any undue hardship or injustice or promote the use of
such lands that will serve the public interest; and
WHEREAS, The Ramsey County Board of Commissioners acknowledges
the responsibility of local governments to establish ordinances
governing the use and maintenance of properties in theix
jurisdictions" and supportis efforts of local governments tc
strengthen neighborhoods by ridding the neighborhoods of nuisances;
Now, Therefore, Be It
RESOLVED, That the Ramsey County Board of Commissioners will
aoprove a repurchase application of tax forfeited lands by a prior
oc�rner upon a finding by the Board that such repurchase either will
carrect any undue hardship or injustice resulting from the
forfeiture or that such repurchase will promote the use of such
lands that wi11 best serve the public inCerest; and Be It Further
RESOLVED, That a repurchase application will be processed by
Property Records and Revenue in the following manner:
a) Recommendation of Municipality
Each repurchase application wi11 be referred to the municipality in
which the property is located. The municipality will document
wnether the property is considered a municipal problem based on
documented police, building code, illegal activity, or health
violations within the past five years.

b) Resolution by a Municipality
The municipality, by resolution, shall recommend that the County
Board approve or deny the repurchase application and return the
repurchase application to Ramsey County along with the resolution
and documentation of any violations.
c) Recommendation of the Director of Property Records and Revenue
If a municipality finds no.violations in the gast five years, the
Director will forward the application to the County Board with the
recommendation to approve the application. If a municipality finds
that violations have occurred within the past �ive years, but
recommends approval of the application, the Director will recommend
approval and transmit the entire record to the Chief Clerk for
referral to the Chair of Che Finance, Personnel and Management
Committee. If the municipality finds that violations have occurred
within the past five years and recommends denial of the
application, the Director will recommend denial and transmit the
entire record to the Chief Clerk for referral to the Finance,
Personnel and Management Committee; and Be IC Furt�er
RESOLVED, That a repurchase application referred by the
Director to the Finance, Personnel and Management Committee will be
handled in the following manner:
a) Notification
The Chief Clerk will schedule a hearing on each repurchase
application before the Finance, Personnel and Manag2ment Committee.
ProperCy Records and Revenue will send a notice to the applicant
notifying the applicant of the time and date of the hearing.
Notices wi11 also be sent to the municipality and any other persons
who have asked to receive such notices.

b) Hearing procedures
The Finance, Personnel and Management Committee wi11 review the
application and the recommendation from the municipality. The
apnlicant will be allowed to present any information that may be
pertinent. The Chair of the Committee may allow other interested
persons to present pertinent information. Based on the information
presented on the application, - the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include resCrictions or conditions on the repurchase.
The final recommendation of the Committee will be forwarded to the
Ramsey County Board of Commissioners.
c) County Board Procedures
Recommendations from the Finance, Personnel and Management
Committee wi11 be included in the administrative agenda of the
County Board. The County Board will considex the recommendation
and record from the Committee. No additional testimony wi11 be
permitted unless a majority votes to allow auch testimony. The
County Board may approve the application, deny the application or
approve the application urith restrictions or conditions on the
repurchase.
For every repurchase application considered by the County
So�rd, the final resolution will contain l.) A determination of
whether or not undue hardship or injustice resulted from the
forfeiture and whether repurchase Hrill correct the undue hardship
or injustice; and 2.) A determination of whether or not the
repurchase will promote the use of the property that best serves

a) Code Compliance
Any property that is being repurchased but is condeaLned at the time
of repurchase shall be subject to code compliance. The repurchaser
shall present and file a certificate of code comoliance with the
Director within six months from the date of County Board approval.
The certificate of code compliance must be certified by an
appropriate city official and must' indicate that the property has
been inspected and that it conforms with any ordinances, building
and zoning laws applicable to the property. Tnese conditions or
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance requirement, the
repurchase and the installment contract shall be subject to
cancellation as provided in Minnesota Statutes, section 559,21.
b) Insurance Requirements
Repurchasers of tax forteited properties that have structures and
are being repurchased under a contract must provide proof o�
insurance in an amount eaual to the Assessor's market value of the
structure and must have Pamsey County listed as ad3itional insureri
on the policy; and Be It Further
P,ESOLVED, That this policy is effective for a11 new repurchase
applications received after January l, 2000 and supexsedes
Resolution 97-3�2; and Be It Further
RESOLVED, That the Property Records and Rcvenue Department
will work with the City of Saint Paul, its planning councils and
the other municipalities in Ramsey County to explain the tax
forfeited processes and provide sample resolutio�s for use by the
city councils.

Enclosed please find a repurchase appiication, received from the prior owner(s),
for land forFeited to the State of Minnesota, "Trust ExempY'.
Recent County Board policy adopted December 21, 1999, No. 99-507, allows for
"each repurchase application to be referred to the municipality in which the
property is located. The municipality will document whether the property is
considered a municipal problem based on documented police, building code,
illegal activity, or health violations within the past five years. The municipality, by
resolution, shall recommend that the County Board approve or de�y the
repurchase appfication and return the repurchase application to Ramsey County
along with the resolution and documentation of any violations."
Along with a copy of the repurchase application, enclosed are the following
documents to assist you: 1) Code Violation Reports; 2) Police history summary;
and 3) Resolution No. 99-507, regarding the Tax Forfeited Lands repurchase
policy recently adopted. While the repurchase policy does not have a specific
timeline for action by the Gity Council, we ask that, if possible, we receive the
CounciPs recommendation within 60 days.
Please forward a certified copy of the Council's resolution to the Tax Forfeited
Land office for final processing. If you have any questions regarding the enclosed

Paui Legislative Code, Chapter 34, Section 23, the premises wi11 be placarded on March 24,
1999 and ordered vacated no later than March 24,1999.
Your attention is called to the following provisions of Section 34.23, Subsection 6 entitled,
"Vacation of Structure or Unit":
"Any resSdential structure or residential unit which has been condemned or
placarded as unfit for human habitation shall be vacated within the fime set forth in
the placard andlor order. It shali be unlawful for any person to let to any person
for human habitation any structure or unit so condemned or placarded, and no
person shall occupy the structure or unit after the date set forth in the placard
and/or notice."

Principal Violafions: These deficiencies must be conected before this condemnation and vacate
order will be removed.
The basement is completely filled with papers and clutter, piled 4 to 5 feet high
everywhere.There is combustible material around the fiunace, which constitutes a serious
fire hazard.
2. Most of the main floor is filled with piles of papers, toilet paper and other refuse, piled 4
to 5 feet high allowing only narrow pathways through the house.
3. There is no smoke detector.
4. The toilet is f�lthy and appears to be inoperable.
5. The bathroom and tub are filthy.
6. The kitchen sink is filthy.
7. The refrigerator is inoperable and contains perishable food.
8. The bathroom electric outlet is not G.F.C.I. pzotected.
NOTE: Due to the conditions of the interior of the house, it was not possible to conduct a
complete inspecfion and additional violations may be present.
Other Violations: These deficiencies must be corrected in order to bring this property into
compliance with the Saint Paul Legislative Code.
9. There is peeling trim paint on the exterior.
Authorization to reoccupy thislthese dwelling unit(s) will not be given until it is demonstrated
that all principal violations have been conected and that no new conditions exist which could
constitute material endangerment or which threaten the peace, health, safety or welfare of the
occupants of this building.
All repairs and new installations must be made in accordance with the appzopriate codes. Permit
information may be obtained from the Building Inspection and Design Section, 350 St. Peter
Street, Lowry Professaonal Bldg. #300, (651) 266-9090.
You may file an appeal to this notice by contacting the City Clerk's Office at (651) 266-8989.
Any appeal must be made in writing within 10 days of the date of tlus notice.
It is the responsibility of the property owner to keep a11 buildings secured and to properly

WHEREAS, The Ramsey County Board of Commissioners desires to
establish a repurchase policy for tax forfeited lands that is
consistent with Minnesota Statutes and reflects the Board's
standards for promoting the public interest; and
WHEREAS, The Ramsey County Board intends to establish a fair
and equitable process for the repurchase of tax forfeited land that
will correct any undue hardship or injustice or promote the use of
such lands that will serve the public interest; and
WHEREAS, The Ramsey County Board of Commissioners acknowledges
the responsibility of local governments to establish ordinances
governing the use and maintenance of properties in theix
jurisdictions" and supportis efforts of local governments tc
strengthen neighborhoods by ridding the neighborhoods of nuisances;
Now, Therefore, Be It
RESOLVED, That the Ramsey County Board of Commissioners will
aoprove a repurchase application of tax forfeited lands by a prior
oc�rner upon a finding by the Board that such repurchase either will
carrect any undue hardship or injustice resulting from the
forfeiture or that such repurchase will promote the use of such
lands that wi11 best serve the public inCerest; and Be It Further
RESOLVED, That a repurchase application will be processed by
Property Records and Revenue in the following manner:
a) Recommendation of Municipality
Each repurchase application wi11 be referred to the municipality in
which the property is located. The municipality will document

b) Resolution by a Municipality
The municipality, by resolution, shall recommend that the County
Board approve or deny the repurchase application and return the
repurchase application to Ramsey County along with the resolution
and documentation of any violations.
c) Recommendation of the Director of Property Records and Revenue
If a municipality finds no.violations in the gast five years, the
Director will forward the application to the County Board with the
recommendation to approve the application. If a municipality finds
that violations have occurred within the past �ive years, but
recommends approval of the application, the Director will recommend
approval and transmit the entire record to the Chief Clerk for
referral to the Chair of Che Finance, Personnel and Management
Committee. If the municipality finds that violations have occurred
within the past five years and recommends denial of the
application, the Director will recommend denial and transmit the
entire record to the Chief Clerk for referral to the Finance,
Personnel and Management Committee; and Be IC Furt�er
RESOLVED, That a repurchase application referred by the
Director to the Finance, Personnel and Management Committee will be
handled in the following manner:
a) Notification
The Chief Clerk will schedule a hearing on each repurchase
application before the Finance, Personnel and Manag2ment Committee.
ProperCy Records and Revenue will send a notice to the applicant
notifying the applicant of the time and date of the hearing.
Notices wi11 also be sent to the municipality and any other persons
who have asked to receive such notices.

b) Hearing procedures
The Finance, Personnel and Management Committee wi11 review the
application and the recommendation from the municipality. The
apnlicant will be allowed to present any information that may be
pertinent. The Chair of the Committee may allow other interested
persons to present pertinent information. Based on the information
presented on the application, - the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include resCrictions or conditions on the repurchase.
The final recommendation of the Committee will be forwarded to the
Ramsey County Board of Commissioners.
c) County Board Procedures
Recommendations from the Finance, Personnel and Management
Committee wi11 be included in the administrative agenda of the
County Board. The County Board will considex the recommendation
and record from the Committee. No additional testimony wi11 be
permitted unless a majority votes to allow auch testimony. The
County Board may approve the application, deny the application or
approve the application urith restrictions or conditions on the
repurchase.
For every repurchase application considered by the County
So�rd, the final resolution will contain l.) A determination of
whether or not undue hardship or injustice resulted from the

a) Code Compliance
Any property that is being repurchased but is condeaLned at the time
of repurchase shall be subject to code compliance. The repurchaser
shall present and file a certificate of code comoliance with the
Director within six months from the date of County Board approval.
The certificate of code compliance must be certified by an
appropriate city official and must' indicate that the property has
been inspected and that it conforms with any ordinances, building
and zoning laws applicable to the property. Tnese conditions or
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance requirement, the
repurchase and the installment contract shall be subject to
cancellation as provided in Minnesota Statutes, section 559,21.
b) Insurance Requirements
Repurchasers of tax forteited properties that have structures and
are being repurchased under a contract must provide proof o�
insurance in an amount eaual to the Assessor's market value of the
structure and must have Pamsey County listed as ad3itional insureri
on the policy; and Be It Further
P,ESOLVED, That this policy is effective for a11 new repurchase
applications received after January l, 2000 and supexsedes
Resolution 97-3�2; and Be It Further
RESOLVED, That the Property Records and Rcvenue Department
will work with the City of Saint Paul, its planning councils and
the other municipalities in Ramsey County to explain the tax
forfeited processes and provide sample resolutio�s for use by the

Enclosed please find a repurchase appiication, received from the prior owner(s),
for land forFeited to the State of Minnesota, "Trust ExempY'.
Recent County Board policy adopted December 21, 1999, No. 99-507, allows for
"each repurchase application to be referred to the municipality in which the
property is located. The municipality will document whether the property is
considered a municipal problem based on documented police, building code,
illegal activity, or health violations within the past five years. The municipality, by
resolution, shall recommend that the County Board approve or de�y the
repurchase appfication and return the repurchase application to Ramsey County
along with the resolution and documentation of any violations."
Along with a copy of the repurchase application, enclosed are the following
documents to assist you: 1) Code Violation Reports; 2) Police history summary;
and 3) Resolution No. 99-507, regarding the Tax Forfeited Lands repurchase
policy recently adopted. While the repurchase policy does not have a specific
timeline for action by the Gity Council, we ask that, if possible, we receive the
CounciPs recommendation within 60 days.
Please forward a certified copy of the Council's resolution to the Tax Forfeited

premises at 383 S. Cretin Avenue is "Unfit for Human Habitation". In accordance with Saint
Paui Legislative Code, Chapter 34, Section 23, the premises wi11 be placarded on March 24,
1999 and ordered vacated no later than March 24,1999.
Your attention is called to the following provisions of Section 34.23, Subsection 6 entitled,
"Vacation of Structure or Unit":
"Any resSdential structure or residential unit which has been condemned or
placarded as unfit for human habitation shall be vacated within the fime set forth in
the placard andlor order. It shali be unlawful for any person to let to any person
for human habitation any structure or unit so condemned or placarded, and no
person shall occupy the structure or unit after the date set forth in the placard
and/or notice."

Principal Violafions: These deficiencies must be conected before this condemnation and vacate
order will be removed.
The basement is completely filled with papers and clutter, piled 4 to 5 feet high
everywhere.There is combustible material around the fiunace, which constitutes a serious
fire hazard.
2. Most of the main floor is filled with piles of papers, toilet paper and other refuse, piled 4
to 5 feet high allowing only narrow pathways through the house.
3. There is no smoke detector.
4. The toilet is f�lthy and appears to be inoperable.
5. The bathroom and tub are filthy.
6. The kitchen sink is filthy.
7. The refrigerator is inoperable and contains perishable food.
8. The bathroom electric outlet is not G.F.C.I. pzotected.
NOTE: Due to the conditions of the interior of the house, it was not possible to conduct a
complete inspecfion and additional violations may be present.
Other Violations: These deficiencies must be corrected in order to bring this property into
compliance with the Saint Paul Legislative Code.
9. There is peeling trim paint on the exterior.
Authorization to reoccupy thislthese dwelling unit(s) will not be given until it is demonstrated
that all principal violations have been conected and that no new conditions exist which could
constitute material endangerment or which threaten the peace, health, safety or welfare of the
occupants of this building.
All repairs and new installations must be made in accordance with the appzopriate codes. Permit
information may be obtained from the Building Inspection and Design Section, 350 St. Peter
Street, Lowry Professaonal Bldg. #300, (651) 266-9090.
You may file an appeal to this notice by contacting the City Clerk's Office at (651) 266-8989.
Any appeal must be made in writing within 10 days of the date of tlus notice.
It is the responsibility of the property owner to keep a11 buildings secured and to properly
maintain the premises at all times.

WHEREAS, The Ramsey County Board of Commissioners desires to
establish a repurchase policy for tax forfeited lands that is
consistent with Minnesota Statutes and reflects the Board's
standards for promoting the public interest; and
WHEREAS, The Ramsey County Board intends to establish a fair
and equitable process for the repurchase of tax forfeited land that
will correct any undue hardship or injustice or promote the use of
such lands that will serve the public interest; and
WHEREAS, The Ramsey County Board of Commissioners acknowledges
the responsibility of local governments to establish ordinances
governing the use and maintenance of properties in theix
jurisdictions" and supportis efforts of local governments tc
strengthen neighborhoods by ridding the neighborhoods of nuisances;
Now, Therefore, Be It
RESOLVED, That the Ramsey County Board of Commissioners will
aoprove a repurchase application of tax forfeited lands by a prior
oc�rner upon a finding by the Board that such repurchase either will
carrect any undue hardship or injustice resulting from the
forfeiture or that such repurchase will promote the use of such
lands that wi11 best serve the public inCerest; and Be It Further
RESOLVED, That a repurchase application will be processed by
Property Records and Revenue in the following manner:
a) Recommendation of Municipality
Each repurchase application wi11 be referred to the municipality in
which the property is located. The municipality will document

b) Resolution by a Municipality
The municipality, by resolution, shall recommend that the County
Board approve or deny the repurchase application and return the
repurchase application to Ramsey County along with the resolution
and documentation of any violations.
c) Recommendation of the Director of Property Records and Revenue
If a municipality finds no.violations in the gast five years, the
Director will forward the application to the County Board with the
recommendation to approve the application. If a municipality finds
that violations have occurred within the past �ive years, but
recommends approval of the application, the Director will recommend
approval and transmit the entire record to the Chief Clerk for
referral to the Chair of Che Finance, Personnel and Management
Committee. If the municipality finds that violations have occurred
within the past five years and recommends denial of the
application, the Director will recommend denial and transmit the
entire record to the Chief Clerk for referral to the Finance,
Personnel and Management Committee; and Be IC Furt�er
RESOLVED, That a repurchase application referred by the
Director to the Finance, Personnel and Management Committee will be
handled in the following manner:
a) Notification
The Chief Clerk will schedule a hearing on each repurchase
application before the Finance, Personnel and Manag2ment Committee.
ProperCy Records and Revenue will send a notice to the applicant
notifying the applicant of the time and date of the hearing.
Notices wi11 also be sent to the municipality and any other persons
who have asked to receive such notices.

b) Hearing procedures
The Finance, Personnel and Management Committee wi11 review the
application and the recommendation from the municipality. The
apnlicant will be allowed to present any information that may be
pertinent. The Chair of the Committee may allow other interested
persons to present pertinent information. Based on the information
presented on the application, - the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include resCrictions or conditions on the repurchase.
The final recommendation of the Committee will be forwarded to the
Ramsey County Board of Commissioners.
c) County Board Procedures
Recommendations from the Finance, Personnel and Management
Committee wi11 be included in the administrative agenda of the
County Board. The County Board will considex the recommendation
and record from the Committee. No additional testimony wi11 be
permitted unless a majority votes to allow auch testimony. The
County Board may approve the application, deny the application or
approve the application urith restrictions or conditions on the
repurchase.
For every repurchase application considered by the County
So�rd, the final resolution will contain l.) A determination of
whether or not undue hardship or injustice resulted from the
forfeiture and whether repurchase Hrill correct the undue hardship

a) Code Compliance
Any property that is being repurchased but is condeaLned at the time
of repurchase shall be subject to code compliance. The repurchaser
shall present and file a certificate of code comoliance with the
Director within six months from the date of County Board approval.
The certificate of code compliance must be certified by an
appropriate city official and must' indicate that the property has
been inspected and that it conforms with any ordinances, building
and zoning laws applicable to the property. Tnese conditions or
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance requirement, the
repurchase and the installment contract shall be subject to
cancellation as provided in Minnesota Statutes, section 559,21.
b) Insurance Requirements
Repurchasers of tax forteited properties that have structures and
are being repurchased under a contract must provide proof o�
insurance in an amount eaual to the Assessor's market value of the
structure and must have Pamsey County listed as ad3itional insureri
on the policy; and Be It Further
P,ESOLVED, That this policy is effective for a11 new repurchase
applications received after January l, 2000 and supexsedes
Resolution 97-3�2; and Be It Further
RESOLVED, That the Property Records and Rcvenue Department
will work with the City of Saint Paul, its planning councils and
the other municipalities in Ramsey County to explain the tax
forfeited processes and provide sample resolutio�s for use by the
city councils.
