WHEREAS , upon the facts presented at the said hearin� consist-
ing of photographs , inspection reports and the reco�n.endation of
the Building Department , it is further determined that the above
building constitutes a hazardous building within the definition of
Minnesota Statutes 463. 15 for the following reasons;
a. The subject property has been boarded by the owner since
September, 1980 ;
b . Because of age � deteriorationx lack of proper maintenance
and failure of the owner to correct the following deficiencies , this
building is a blightin; influence on the neighborhood;
EXTERIOR;
. ront porch sagged, unlevel and missing siding;
2 . Front porch roof has deteriorated roof shingles;
3 . Second floor front window on East side has rotted
sill and frame and missing sash;
4. East side rear porch �issing steps and has rotted wood;
5 . Gutters rotted and downspouts are missing;
6 , Rear three windows missing and siding missing;
7 . Scattered debris and tree limbs , mattresst tires � cans
and paper in rear yard;
8 , West side foundation wall bowed in;
9. West side of house is leaning to the west and has
missing siding;
INTERIOR;
. ront entry--front stairway to 2nd floor lacks handrail,
plaster cracked and bulged on walls and ceiling; ceiling
light missing.
2 . Living room--plaster and lath removed from most walls and
ceiling; floor has extreme slope; windows vandalized;
electricalwiring hanging loose ; room lacks proper number
of convenience outlets .

wiring throughout room; window vandalized,

walls and ceiling; floor has excessive slope; exposed

too narrow; floor lacks slab , is only dirt; West
foundation wall is excessively bowed; unfinished
electrical wiring throughout cellar; unvented S-trap on
lst floor bathtub; water heater vent is excessively
long and back pitched and it lacks a drip pipe on TPR
valve; gas line not properly capped from water heater;
inadequate size pipe to water heater; water heater is
rusted; galvanized water pipe in use and rusted; furnace
is old� rusted and appears inoperable; ducts are loose
on furnace; saddled water pipes by laundry tub; unvented
S-trap for laun.dry tub waste; east foundation wall bowed
in; some wood columns not properly supported on footings ;
disconnected and cut electrical wiring throughout ,
SECOND FLOOR;
. iving room-��lath and plaster vandalized on walls and
ceiling; exposed electrical wiring; floor has excessive
slope; window boarded over.

ceiling; window vandalized an�l boarded; floor has excessive

RESOLVED� That in accordance with riinnesota Statutes Sections
463. 15 through 463 . 25, and based upon the fore�oing findings of the .
City Council� the Council of the City of Saint Paul does hereby
make the following Order ;
ORDER

l . The owners of the above described building shall make the
same safe and not detrimental to the public peace, health safety and
welfare by having the said building razed and the materiafs therefrom
removed from the premises within thirty (30) days from the date of the
service of this Order ,
2 . Unless such corrective action is taken to comply with this
Order or an Answer served upon the City of Saint Paul and filed in
the office of the Clerk of the District Court of Ramsey County,
P�Iinnesota within twenty (20) days from the date of the service of this
Order, a Motion ior summary enforcement of this Order to raze and remove
the said building will be niade to the Ramsey County District Court;
3 . In the event that the building is to be razed by the City of
Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere with
the razing and removal of this building shall be removed within ten
(10) days from the entry of jud;ment; and if not so removed, the City
of Saint Paul shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of Saint Paul is conzpelled to take any corrective
action herein, all necessary costs expended by the City will be assessea
against the above described real estate and collected as other taxes ;
and be it
Further resolved, that a certified copy of this resolution and in-
corporated Order herein be served upon the last record owners of the
above described property in the manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred to
above.
The owners of record are;l. Fee Owner: Pau1. J. Krahn, 121 Bordeau Court,
Lake Elmo, NW. 55042, and Ervin M. Olheiser, 2240 �3rd St. , St. Paul, MN.
55110. (C.P.)
The legal description of the property is: Lot 20, 5, Lewis Addition.
The building is a wood frame two story duplex residence.
The subject property has been boarded up by the owner since September 1980.
This building because of age, deterioration lack of proper ma.intenance and
failure of the owner to correct the attached list o£ deficiencies is a blight-
ing influence on the neighborhood.
Inasmuch as the conditions outlined above constitute a public hazard and the
owner has ma.de no attempt to satisfactorily repair the damage despite our
warnings, and the continued vacant and boarded-up condition contributes a
blighting influence on the neigh.borhood, it is the recorrnnendation of this
Division that this ma.tter be referred to the City Attorney's office for raz-
ing and removal through District Court proceedings.
