RESOLUTION APPROVING AND AUTHORIZING
THE FILING OF AN APPLICATION AND
EXECUTING ftEQUIftED DOCUMENTS
FOR A HOUSING DEVELOPMENT GRANT FOR
THE AMERICAN BEAUTY BUILDING PROJECT
WHEREAS, the City of Saint Paul has determined a need to provide housing
for minimum-wage workers in the downtown; and
WHEREAS, it has been determined appropriate to rehabilitate an existing building
to provide this housing need; and
WHEREAS, it has been determined that additional financial assistance is necessa.ry
to ensure the feasibility and successful completion of the proposed development; and
WHEREAS, the Department of Housing and Urban Development has published
an invitation for applications for the Housing Development Grant Program; and
WHEftEAS, the City of Saint Paul has determined that the American Beauty
Building Project meets a special housing need and a neighborhood preservation purpose
as required by the Housing Development Grant Program, and hence is eligible for
federal grant assistance; and
WHEREAS, the City of Saint Paul has determined that it would not be feasible
to provide the same type of lower ineome units through the moderate rehabilitation
of housing located in the proposed Projeet neighborhood; and
WHEREAS, the Project has been reviewed by the Downtown Community
Development Council, and by the Planning Commission and found to be in conformance
with the Comprehensive Plan; now, therefore, be it

ftESOLVED, that the Council of the City of Saint Paul does hereby approve
the filing of the Application for a Housing Development Grant for the American Beauty
Building Project, and the Project and activities proposed in the Application; and be it
FURTHEft RESOLVED, that Mayor George Latimer, as Chief Executive Officer
of the City, is hereby authorized and directed to submit said Housing Development
Grant Application to the U. S. Department of Housing and Urban Development in
such forrn as prescribed by the regulations of said Department; and be it
FUftTHER RESOLVED, that the Mayor, or his designated representatives, is
further authorized to execute and submit to the U. S. Department of Housing and
Urban Development any assurances, certifications, or additional information that may
be required by said Department during its review of the City's Housing Development
Grant Application; and be it
FINALLY RESOLVED, that upon notification of approval of the City's Housing
Development Grant Application for the American Beauty Building Project, the Council
of the City of Saint Paul does hereby authorize and direct the proper City officials to
execute and submit to the U. S. Department of Housing and Urban Development, the
grant agreement, owner agreement, any documents, commitments, sec�ity instruments,
or additional materials that may be required by said Department to secure and administer
the Housing Development Grant.
