WHLREAS, it appears that the las-t record ocaners of said buildinq
are Daniel R. and Laurie S. Powell of 10008 Cedar Lake Road, Pninne-
tonka, Minnesota 55343 . Based upon �che record and re�resen�tations
made to �he Division of Housing and Building Code En�orcement
by the Powells �here is one ou�standing mortgage of record dated
Decern�ber 9, 1983 , documenL number 2204993 in -the amount of $72, 000 . 00 .
The mortgagee is TCF Mortgage Corporation of 1111 Douglas Drive,
P�tinneapolis, Minnesota 55422 . There are no other judgments or
liens of record against these interested par-ties .
WH�REAS, the Division of Housing and Building Code Enforcement,
on behalf of the City Council did notify by mail the above noted
parties of interest at their last known addresses;
49HEREAS, a public hearing was held �y and before the Council
of rhe City of Sain� Paul in the Council Chambers of �the Cour-�
House in said city at 10 : 00 a.m. on Tuesday, July 31, 1984, ro
consider the advisability and necessi'cy of ordering -�he correcrion

WHEREAS, upon the facts presented at the said hearing con-
sisting of photographs, inspection reports and the recommendation
of the Building Department, it is further determined that the above
building constitutes a hazardous building within the definition of
Minnesota Statutes 463 . 15 for the following reasons:
a. The building is a fire damaged wood frame residential
structure;
b. The subject propery has been boarded up by the owner
since May 10, 1984 ;
c . Because of age, deterioration, lack of maintenance, and
extensive fire damage caused by numerous recent fires of unknown
origin, the building is a blighting influence on the area. The
following list of deficiencies exist:
First floor East Unit
-North Room (bathroom)
Electric wiring burned. Replace electrical wiring.
Plaster removed from ceiling, Replace plaster to the ceiling.
Charred and fire damage to plaster and studs. Replace plaster and studs.
Fire damage to plumbing fixtures; replace plumbing fixtures.
-Kitchen
Smoke and heat damage to walls and ceiling; repair walls and ceiling.
Electrical wiring burned; replace wiring.
Window fire damaged; replace window.
-Dining room
Smoke and heat damage to walls and ceiling. Walls and ceiling
also vandalized. Repair walls and ceiling.
Floor badly water damaged. Replace floor.
Electrical fixtures fire damaged. Replace fixtures.
-Front room
Smoke damage to walls and ceiling and water damage to ceiling;
replace or repair walls and ceiling.
First floor West Unit
-Northwest room
Fire damage to ceiling rafters . Replace rafters.
Electrical wiring fire damaged. Replace wiring.
Window fire damaged. Replace window.
Plaster removed from walls and ceiling. Replace plaster to
walls and ceiling.
Electrical service panel severely fire damaged. Replace service
panel.

Fire damage to ceiling. Repair ceiling.
Electrical wiring fire damaged. Replace wiring.

Walls have severe heat damage . Replace walls.

Heat damage to walls, ceiling and electrical fixtures. Replace

Repair all fire damaged parts of walls and ceiling and replace
rafters .

Heat damage to walls and ceiling. Replace walls and ceiling.
Windows removed. Replace windows.
Stairway to Second Floor South side
Stairs to 2nd floor have two steps missing at the top and are
severely charred. Replace stairway to second floor.
Exterior and General :
Roof - Rear portion burned through and collapsing. Replace roof .
2nd floor rear kitchen - ceiling joists severely burned, wall
studs badly burned. Wall burned through. Rear porch - badly
damaged and collapsed. Repair and/or replace as necessary.
North bathroom wall burned through. Repair.
Roof-front portion severely fire damaged, rafters and sheathing.
Repair.
North wall - 2nd floor burned through LdL corner. Repair.
North side - lst floor - rear room - Electrical service panel
fire gutted. Replace.
Ceiling joists badly charred, floor sheathing charred. Repair
and/or replace as necessary.

d. The conditions outlined above constitute a public hazard;
e. The owner has made no attempt to satisfactorily repair
the damage;
f. The continued vacant and board-up condition contributes
a blighting influence on the neighborhood;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Sections
463 . 15 through 463 .25, and based upon the foregoing findings of
the City Council, the Council of the City of Saint Paul does hereby
make the following Order:
ORDER
1 . The owners of the above described building shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building razed and the materials
therefrom removed from the premises within twenty (20) days from
the date of the service of this Order;
2 . Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty ( 20 ) days from the date of the
service of this Order, a Motion for summary enforcement of this
Order to raze and remove the said building will be made to the
Ramsey County District Court;
3 . In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures of any kind which may unreasonably
interfere with the razing and removal of this building shall be
removed within ten ( 10 ) days from the entry of judgment; and if
not so removed, the City of Saint Paul shall remove and dispose
of such personal prop�rty and fixtures as: provided. ksy-:�.�w;
4 . If the City of Saint Paul is compelled to take any
corrective action herein, all necessary cos�s expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it

its report on the condition of the structure at the location refexred to above.

The building is a fire damaged wood frame 4 plex.
The subject property has been boarded up by the owner since May 10, 1984.
This building because of extensive fire damage, because it is the apparent
target of an arsonist, because it is located very near to an occupied residence
and because of the attached list of deficiencies which need to be re�aired is
deemed hazardous and a blighting influence to the neighborhodd.
Inasmuch as the conditions outlined above constitute a public hazard and the
owner has made no attempt to satisfactorily repair the damage despite our
warnings, and the continued vacant and boarded up condition contributes a
blighting influence on the neighborhood, it is the recommendation of �i�
