WHEREAS, the Saint Paul Foundation has established an Emergency Care Fund to
provide direct assistance to the hameless and needy; and
WAEREAS, The United Way has taken over the administration and fundraising
for the E�nergency Care Fund; and
WHIItEAS, The United Way has made a formal written request to the City and
other govermnental units for emergency f unding because of a pressing need to restock
food shelves and provide temporary shelter for the homeless and needy; and
WHEREAS, The United Way has, during its long existence, developed the
relationships, contacts and liaisons to effectively ac3�ninister the E�nergency Care
Fund; now, theref ore, be it
RESOLVED, that upon recommendation of the Mayor, the City Council does
hereby authorize the proper city officials to do all things needed to accomplish the
giving to The United Way a one-time contribution of forty thousand dollars ($40,000)
to assist in the restructuring of the F�nergency Care Fund, and be it
FURTHER RESOLVED, that the Mayor and City Council encourage T'he United Way
to establish its allocation priorities to include a long-term financing c�amnitment
to the Emergency Care Fund, and be it
ALSO RESOLVED, that upon the recommendation of the Mayor, pursuant to
Section 10 .07 .4 of the City Charter, the City Council adopts the follotiving changes
to the 1984 budget,

Dear President Tedesco and Council Members:
The United Way of the Saint Paul Area has put forth a formal
request to the City of Saint Paul to participate in the funding
of the Emergency Care Fund. The requested contribution is in
the amount of $40,000.
The Emergency Care Fund has been in existence for one and one-half
years and was previously managed by the Saint Paul Foundation.
This fund provides services such as emergency shelter, food, and
clothing. The United Way Board of Directors recently agreed to
manage this fund; however, will do so separately from the regular
management and allocation process. This will ensure that the
Emergency Care Funds are not incorporated into the United Way
budget.
The United Way is suggesting that the Emergency Care Fund be
established as a private/public partnership. Requests are
being made to the City of Saint Paul and Ramsey, Dakota, and
Washington Counties. Requests for participation are also being
made to private sources: area foundations, corporations, religious
organizations, and the United Way. This will ensure that the
responsibility for the Emergency Care Fund is a joint effort with
levels of government contributing approximately one-half of the
anticipated need, and the balance to be funded by the private sector.
The attached resolution incorporates the City of Saint Paul 's intent
to participate in this effort. In addition, the resolution recommends

that the United Way reexamine their spending priorities so as to
more fully address the emergency care needs in the future. This
is incorporated through the City of Saint Paul 's intent to
contribute $40,000 to the Emergency Care Fund on this "one-time"
basis.
An agreement and scope of services document has been established
between the City of Saint Paul and the United Way of the Saint Paul
area. This document is available in the Mayor's Office should you
choose to review this as well .
