WHEREAS, the franchise held by the Saint Paul Steam Company
expires December 31, 1984; and
WHEREAS, St. Paul Steam Company is presently operating on
interim rates approved in Ordinance No . 16995 , and seeks approval
of ,such rates as permanent rates ; and
WHEREAS , extension of the franchise and the approval of
permanent rates require a public hearing on ten days ' published
notice under Section 16. 03 of the Charter; and
WHEREAS, St. Paul Steam has given notice that it will cease,
after September 30, 1985 , the production of any steam for sale
in the City of Saint Paul; now, therefore, be it
RESOLVED, that the Clerk is authorized and directed to
publish proper notice of a hearing upon ten days ' published
notice in compliance with said provisions of the Charter that :
1. Saint Paul Steam Company will cease production
of steam for sale in the City of Saint Paul after
September 30, 1985 ;
2. The franchise under Ordinance No. 15742 for
steam public utility service is proposed to be
extended for an additional year, to expire
December 31, 1985 ; and
3 . The interim rates under Ordinance No. 16995
are proposed to be made permanent.

Dear Mr. 01son :
Pursuant to section b(e ) of the hot water district heating
franchise (City Ordina�ce �16947 adopted July 20, 1982, as
amended by Ordinance #16962 adopted October 5 , 1982 ) , District
Heating Development Company hereby files its amended Schedule A
for the period October 1 , 1984 ,through September 30, 1985 . The
rates therein will be used on all bills issued for hot water
. set-vice during this period.
As stated in our notice dated August 1 , 1984, these rates were
detet-mined in accordance with the Hot Water Delivery Agreement
and approved unanimously by DHDC�s Board on July 25 , 1984. This
is the first in an ongoing series of annual rate adJustments
envisioned by the �ranchise and the Hot Water Delivery Agreement.
A notice of rates for the 1986 fiscal year will be filed in July
1985 .

RATES: �he rates tfiat shal7 be eff�ective for October 1 , �984, through September
3D, 1985, shall be:
Demand Ra�e: $2.45 �rer kilowatt per montl�
-- Energy �tate: $i�.D2 per megawatt-hour
PROMPT PAYMENT PROVISION: A charge of 5.0� will be added to net bil� computed at
the rate shown above, which c�arge shall constitute a discount from gross bill for
payment with�n the discount period, all as more specifically provided in t�e Hot
Water Delivery Agreement.
�1JEL ADJUSTMfNT: As provided in the Hot Water Delivery Agreement, the Energy Charge
may be appropriately adjusted (i.e. , sp�ead over the remaining months in the fiscal
year) from time to time during the fis�al year to �cover cost increases {or decr.eases)
ocurring subsequent to the establishment of Pro3ected Energy-Related Costs for such
period regarding energy purchased hy DHDC, to the extent such costs are in excess of
(or below) those costs projected by OHDC in establishing the Energy Lharge for such
period.
SURCHARGE: A surcharge of 8,7� will be included in the gross and net month�y biils -
computed under this rate schedule except as otherwise provided by law.
OHDC
