APPEARANCE: Mada Parker, Owner and Shurman Duran, Ms. Parker's son
SUBJECT: Request additional time so that contractors can complete
the work stipulated in the city's letter of June 20, I983. .
PROCEEDINGS: Ms. Parker stated that in February when she appeared
before the board, she felt there were only three things which needed
to be completed and yet now the inspector is telling her to. do more:
Alice Bi�jani exp?ained to her that in June 1983, an original list of
�v�a2.a�ifln� was is'sued -- it was quite lengthy and to be compl.eted bv
August 22, 1983. In September Ms. Parker appeared before the board
and was granted a 90 day extension of time to complete the work on
condition she obtain financing and complete some of the items
immediately. Ms. Bijjani feels "Ms. Parker then focused on the
items to be done immediately and forgot about the others that she
had been given considerable time on. This explains Ms. Parker's
confusion on only havinq three items to do. Everything was not done
that was to be finished in 30 days and the inspector is now 1.00king
at the complete list that was originally issued in June '83.
Ron Glassman reiterated that there is nothing new -- this is the list
from last June. When you came before the board we said some of these
items were serious and should be taken care of right away and the
others we gave you additional time on. . •
Ms. Parker explained she is using her own money rather than obtaining
outside funds and paying interest. Alice Bijjani suggested to the
board that in view of this fact,� they may want to look at a different
time frame as she will not be obtaining the money all at once.
Shurman Doran, Ms. Parker's son, explained they have spent in excess
of $4000 already on repairs and he feels there is some problem with
the f�irst contractor they retained as he did not fulfill his contract
to their satisfaction. They now have a new contractor who has done
considerable work and Mr. Doran feels confident if they can have an
additional 6 months time, the work will be accomplished with the
----- present -contractor.
BOARD ACTION: William Tilton moved to grant until on or before June
1, 1984 to complete Nos. 1, 2, and 3, on the first page of the
vioiation report and No. 1 on the last page of the violation report,
(the boiler room air supply) ; and that an additional three months
extension be granted {September 1, 1984) to complete aIl other
items on the list dated June, 1983. Lucille Collins seconded the
motion. MOTION CARRIED.

APPEARANCE: Mary E. Chisholm
Tina Isaac, representing Ms. Chisholm
SUBJECT: Request variance of St. Paul Legislative Code, Section
34 .11, pertaining to basic facilities, to allow continued use of
Apt. #2 without a sink and variance of entry doors with 1/4" wire
glass secured by metal, because it is not practical.
PROCEEDINGS: Tina Isaac explained she is assisting Ms. Chisholm
and that it is her understanding a list of violations was issued.
Ms. Chisholm has completed all of them except the two they are
requesting the variance on. She also stated there is a handrail
missing and explained Ms. Chisholr.i has had one stolen and also has
� had some trees fall in the area complicating this issue. She would
like some extra time to remedy this problem.
BOARD ACTION: William Tilton moved to grant a 60 day extension of
time to install the handrail on the north side steps. Rosann Bostrom
seconded the motion. MOTION CARRIED.

SUBJECT: Request an extension of time to complete the work stipulated
in the city's report of 2-17-84 , as the work is quite extensive
and he is changing the makeup of the building by making housekeeping
rooms into apartments.
PROCEEDINGS: Mr. Swanson explained there are 258 violations listed
and many of them refer to the part of the building which is under
construction. The previous owners, he explained, owned the building
for 30 years and it was minimally maintained. Because of the ex-
tensive rebuilding and reshaping the building, he is seriously off �
schedule in his plan and funds. He stated he would like ta the first
of the year to start the plumbing and electrical work and until June
1965 to do the rest of the work.
Alice Bijjani explained to the board that this building was formerly
owned by Irwin Bachrach and a lifetime variance was granted on the
shared baths, but expired when it was sold to Mr. Swanson. Mr.
Swanson was given three years to complete the work and correct the
violations. At. the present time the inspector is not that happy
with the progress he has made. .
Mr. Swanson explained he has some property for sale and is seriously
deficient in funding needed to complete the work. When he sells
� "-` this dwelling he will have the funds to start the plumbing and
electric by the first of the year.

BOARD ACTION: Rosann Bostrom moved to grant an extension until the
first of the �ear (1-1985) to start work on the plumbing and the
electrical; and an extension of six months (10-1-1984) to complete
items that relate to the individual apartments (see i�ttachment I) ;
and to grant an extension until June l, I965 to complete all other
items listed in the inspection report. Lucille Collins seconded
the motion. MOTION CARRIED.

APPEARANCE: Dan Wagers
SUBJECT: Request an extension of time to arrange for financing to
do the rehabilitation work (rewire, new roof, general plaster re-
pair and decorating) .
PROCEEDINGS: Mr. Wagers explained he purchased this property along
with several other properties adjoining it for the purpose of renova-
tion and resale. He has spent over $100,000 rennovating 80-82
Arundel into condominiums which he is trying to sell. In order to
improve his marketing value for selling he has purchased 433 Holly.
He has fixed up 4 of the 5 units conside•ra}�1.yand put new tenants
______ in as he develops each unit. xe would like an extension of six
months time to complete the work and obtain the financing by selling
the property.
Alice explained that a tag has been issued and this is in court. She
feels the judge would make the ruling and decide on additional time.
BOARD ACTION: Ron Glassman moved to grant a six month extension of
time to complete the work, on condition item No. 12 on the violation
list be completed right away to insure the safety of the occupants,
by fusing the branch circuits with 15 amps. Lucille Collins
seconded the motion. MOTION CARRIED.

APPEARANCE: Gary Fabel
SUBJECT: Request additional time to obtain financing to have work
completed.
PROCEEDINGS: Alice Bijjani explained that Mr. Fabel was given a 60
day extension to take care of the zoning and to work out finaneing.
She received a call from his banker today who said financing is
forthcoming -- the hangup is with the appraiser who is out of town.
The zoning specialists have agreed to accept the testi.mony given
to Jeanne Shaw in a personal interview with a couple who could testify
to the needed facts.
Mr. Fabel explained that a great deal of the work is exterior and
will take some time to complete, possibly six months or so.
BOARD ACTION: Rosann Bostrom moved to grant an extension of time
for six months (9-1-84) to complete the work. Glen Gausman
seconded the motion. MOTION CARRIED.

IV. Items 12 - 21 - 22 - 23 refer to the condition of areas
of public hallways which are subject to removal , or which
have been damaged from electrical , plumbing, or construction
work. I will keep these public areas free of loose plaster
and peeling paint, but it is impractical to completely refinish
these surfaces at this stage.
V. Item 30 refers to an access hole for plumbing installation
located in a concrete floor. This a�ea is not accessible to
tenants, and it will be resurfaced as soon as plumbing hook-
up is complete.
VI . Items 33-36 refer to bathroom wall and flooring repair. �
They have been damaged due to a water leak which I believe
originates in a below-grade foundation problem. I cannot
assess this situation before a complete thaw and suitable
weather arrive; until then, it is impractical for me to address
these items.
VII . Items 58 - 59 - 110 - 236 - 258 refer to plumbing problems
which will be resolved during installation of the new plumbing
drain and vent lines.
