WHEREAS, at its meeting of January 20, 1983, the Council of the City of Saint
Paul adopted per resolution, Council File No. 279730, the 1984-1988 Program
for Capital Improvements as part of the City's Comprehensive Plan; and
WHEREAS, the Program for Capital Improvements is intended to be a flexible
statement of investment intentions and m�y therefore be amended as the need
arises; and
WHEREAS, the Planning Comnission has reviewed and revised two proposed amend-
ments to the 1984-1988 Program for Capital Improvements, as named below and
attached to this resolution:
1) Shepard Road firom 35E to Wabasha
2) East CBD Bypass; and
WHEREAS, in its January 27, 1984 meeting, the Planning Corranission adopted a
resolution, No. 84-03, recommending adoption of the aforementioned amendments
as part of the 1984-1988 Program for Capital Improvements; and
WHEREAS, the Public Works Comnittee of the Council has reviewed the proposed
amendments and recomends their adoption;
THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul does
hereby adopt the attached amendments to the 1984-1988 Program for Capital Improvements.

The amendments add two projects to the Program for Capital Improvements: the East CBD
Bypass and the Shepard/Chestnut Interchange. The City is currently preparing to
seek competitive FAU funds for these projects. Inclusion in the PCI will fulfill an
important criteria in FAU ratings and allow the City to be more competitive in seeking
FAU funds. The proposed projects are in conformance with adopted city policy, including
the Comprehensive Plan.
Financial , Budgetary and Personnel Impacts Antici�ated:
Primary funding for both projects will be provided through the Federal Aid Urban System.
Additional funds from Municipal State Aid and County Aid will also be utilized. Right of
way acquisition for the East CBD Bypass may be financed through assessments back to
property owners. No personnel impacts are anticipated.
