WHEREAS, the Division of Housing and Building Code Enforcement
has requested the City Council to hold a public hearing to consider
the advisability and necessity of the correctioncr wreckin, and re-
moval of the following described building, said structure having been
reported to constitute a public hazard.

WHEREAS, it appears that the last record owners of said building
as of I�?arch 21, 19�4 are as Follows ; Fee owner-Margaret J. Peelgren,
63 W. Sycamore, St. Paul � M1V 55117 . The contract purchaser is-D. Armin
F. Vetter, Box 30242 , St . Paul , I�IN 55175 . There are no outstanding
mortga�es on file against this property. There are no liens or judge-
ments on file against Margaret J , Peelgren , There is a federal tax
lien dated July 7 , 1981 , document ��2120153 in the amount of $4574. 76
against a David A, Vetter of 4�64 Greenwich Trail , St . Paul MN 55109.
It is unknown whether this is the same D, Armin F. Vetter listed as the
contract purchaser.
WHEREAS , the Division of Housing and Building Code Enforcement ,
on behalf of the City Council did notify by mail the above noted parties
of interest at their last known addresses ;
WHEREAS, a public hearing was held by and before the Council of
the City of Saint Paul in the Council Chambers of the Court House in
said city at 10 ; 00 a.m, on Thursdayt March 29 , 1984 to consider the
advisability and necessity of ordering the correction or wreckin� and
removal of said structure on the above described property inasmuch as
said structure is reported to constitute a hazard to public health,
safety and welfare;

ing Department� it is further determined that the above building
constitutes a hazardous buildin; within the definition of Minnesota
Statutes 463 . 15 for the following reasons ;
a. The building is a fire dama�ed wood frame residential
structure;
b . The sul�ject property has been boarded up by the City since
February 7 , 1984;
c , Because of age , deterioration lack of maintenance� and
extensive fire da.ma�e including the fo�lowing list of deficienciesf

c , The conditions outlined above constitute a public hazard�
d. The owner has made no attempt to satisfactorily repair the
damage;
e. The continued vacant and boarded-up condition contributes a
a blighting influence on the neighborhood;
now, therefore , be it,
RESOLVED That in accordance with Minnesota Statutes Sections 463 ,15
through 463 .2.� , and based upon the foregoing findings of the City Council �
the Council of the City of Saint Paul does hereby make the f_ollowing Order :

�RDER
1. The owners of the above described building shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building razed and the
materials therefrom removed from the premises within thirty
(3�) days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (20) days from the date of the
service of this Order, a Motion for summary enforcement of
this Order to raze and remove the said building will be made
to the Ramsey County District Court;
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures of any kind which may
unreasonably interfere with the razing and removal of this
building shall be removed within ten (lg) days from the entry
of judgment; and if not so removed, the City of Saint Paul
shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of _Saint Paul is com pelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED , that a certified copy of this
resolution and incorporated Order herein be served upon the
last record owners of the above described property in the
manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred to
above.

The owners of record are: Fee:Margaret J. Peelgren, 63 W. S}Tcamore, St. Paul,
MIV. 55117. , and C.P. : D. Armin F. Vetter, Box 30242, St. Paul, MN. 55175.
The legal description of the property is: Lyton Addition, 32 4.
The buildi.ng is a fire damaged wood frame residential structure.
The subject property has been boarded up by the City since February 7, 1984.
This building, because of age, deterioration, lack of maintenance, and ex-
tensive fire clamage including the attached list of deficiencies is a blight-
ing influence on the area.
Inasmuch as the conditions outlined above constitute a public hazard, and the
owner ha.s made no attempt to satisfactorily repair the clamage despite our
warnings, and the continued vacan't and boarded-up condition contributes a
blighting influence on the neighborhood, it is the recorrnnendation of this
Division that this matter be referred to the City Attorney's office for razing
and removal through District Court proceedings.
