THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORD�.IN: Section 1 Section 401 . 03 , subd. 2, of the Saint Paul Legislative Code is hereby amended to read as follows : �� "Subd. 2. Bonds . Br�st to you is correct in that the state law bonding requirements do supersede our ordinance, but only as to new and used ve�icle dealers . Our bond requirement still applies as to parts dealers . I enclose an ordinance to make the change . In the meantime I would suggest that you accept evidence of compliance with the state bond requirements in lieu of the bond required under our ordinance for new or used motor vehicle dealers . If a new or used motor vehicle dealer is also a motor vehicle parts dealer, the ordinance requirement will continue to apply. If the bond they get for the state ($25 ,000) has all the right language in it to cover the parts business , I see no reason to require a separate $5 , 000 bond just for the ordinance parts license. Subd. 25 pre- empts and supercedes all bonding requirements imposed by local government units . This makes Chapter 401 . 03 in error, and it should be corrected.
