WHEREAS, the 2000 Capital Improvement Budget includes a project entitled °Shepard
Road Trail Corridor ISTEA Match" which provides for conversion of the old Shepard Road
Right-of-Way (RO� from Randolph Avenue to Muket Street to a pedestrian/bicycle trail
system, and
5 WHEREAS, said project is predicated upon the old Shepard Road ROW being made
6 available and transfened to Parks and Recreation's jurisdiction, and becoming parkiand,
7 excepting a dedicated access road from Randoiph Avenue to the Ashland Oil, Port Authority and
8 XCEL Energy (NSP) properties, and
9 WHEREAS, said project is to be funded by 2000 CIB funds in the amount of
10 $100,000.00 and an anticipated State Grant of $900,000.00, and
11 WHEREAS, said State Crrant has been approved under Minnesota Laws of 2000, Chapter
12 492, Section 7, Subdivision 12, which contains an appropriation to the Metropolitan Council far
13 Regional Pazks and Open Space development grants, inchiding a grant to the City of Saint Paul
14 in the amount of $1,000,000.00 for the "Mississippi River Regional Trail - Shepard Road
15 Segment ISTEA Match",

NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, that
the City of Saint Pau1 agrees to comply with the requirements of said grant, and
FURTHER RESOLVED, that the Mayor and proper City officials aze hereby authorized
to execute agreements with the Metropolitan Council to accept and implement said grant, and
20 FURTHER RESOLVED, by the Council of the City of Saint Paul, upon recommendation
21 of the Mayor and positive advice of the Long Range Capital Improvement Budget Committee,
22 that $100,000.00 is available for appropriation in the 2000 Capital Improvement Budget, and
23 said 2000 budget, as heretofore adopted and amended by the Council, is hereby further amended
24 as follows:
