WHEREAS , the St. Paul City Council is operating under a
relatively new elective system based on population districts, making
City Council members specifically accountable to particular portions
of the City, and
WHEREAS, the citizen participation system represented by the
District Councils is a well-established and effective element of our
total governmental system, and
WHEREAS, it is a propitious time for informed citizens and
decision-makers to join in evaluating the past and present , and in
defining directions for the future , Now, Therefore , Be It
RESOLVED, that community leaders , along with members of the
Administration of the City and St. Paul City Council join in a retreat
for the purpose of reflection and planning regarding future directions
for City government and the most effective vehicles for cooperative
action to support a strong future for St. Paul .
