(Purpose/Rationale): The purpose of. this resolution is to simplify, staadardize and provide fairer determinations of the promotion rights of employees as far as the number of hours worked are concerned. The effect of the change would. be to count all regular, certified hours worked by the emploqee, aad allow continuity of service through periods which were mutuallq agreed oa by the City, the employee and the bargainiag unit.
