WHEREAS, the State of Minnesota Department of Transportation has
recommended tha� the State motor vehicle excise tax transfer of funds from
the State General Fund into the State Highway and Bridge Fund be accomplished
in six years instead of the eight years already provided for; and
WHEREAS, the State of Minnesota House Transportation Committee has already
voted unanimously to speed up the above transfer of motor vehicle excise taxes
from the State General Fund into the State Highway and Bridge Fund; and
WHEREAS, Governor Perpich has already indicated his support for a speed-up
in the transfer of revenue from the State's six per cent tax on cars and trucks
to a State highway and transit fund; and
WHEREAS, this State transfer would benefit municipal state aid paynents in
Ramsey County alon� by an extra $3,617,000 by 1990, thus providing and aiding ��
Saint Paul with additional municipal state aid funds beyond �vhat is now paid;
and
WHEREAS, that for every month in fi scal years 1984 and 1985 that the motor
vehicle excise tax is accelerated, $4.2 million is available for State, county, �
city, and township roads and bridges, thus enabling those units of government to
hold the line on property taxes and road levies; no�v, therefore, be it
RESOLVED, that the City Council of Saint Paul hereby notes its support for
this State tax revenue transfer speed-up in the highway and bridge fund, and instructs the
City's lobby representation at the State Capitol to do all possible to support this
State budgetary shift of funds.
