2 WHEREAS, pending a report and recommendation of the Planning Commission on
3 proposed amendments to Saint Paul Legislative Code Chapters 60 - 64 pertaining to zoning
4 regulations and to the City's comprehensive plan, the City Council desires to tempararily prohibit
5 the establishment of inethadone outpatient treahnent services until such time as a study of
6 possible amendments to the City's zoning regulations relating to such uses has been completed

and the City Council has taken action on the recommendations; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul hereby d'arects the Saint Paul
Planning Commission to undertake a study of inethadone outpatient treatment services, to
recommend any amendments to the City's official controls which would address such services
and to submit its report and recommendations to the Council; and, be it
FURTHER RESOLVED, no permits or permission shall be issued or granted to any
methadone outpatient treatment services in any zoning district from this date and untal the
expiration of twelve months as allowed by Minn. Stat. � 462355, Subd.(4), or unril such earlier
time as the Council of the City of Saint Paul has taken action on the recommendations contained
in the said study; and, be it
FURTHER RESOLVED that, if necessary, and in order to prohibit any development that
might be inconsistent with the said study and any possible amendments to the Ciry's official
controls regulating methadone outpatient treatment services, a separate interim ordinance will be
introduced memorializing the CounciPs desire to prohibit the establishment of a methadone
outparient treatment service until such time as the study of possible amendments to the City's
zoning regulations relating to such uses haue been completed and the City Council has taken
action on the recommendations; and, be it

FINALLY RESOLVED, that the restrictions in this resolution pertaining to methadone
outpatient treatment services may be extended by action of the City Council for addifional
periods of tune not to exceed an additional eighteen (18) months in the event that such study and
recommendations and the deliberation of the City Council requires such ea�tensions of time.
