WHEREAS, To co�pl,y with the Metropolitan Waste Control
Commission's (MWCC's) method of charging local governin� bodies
for Reserve Capacity Cha.rges, the Saint Paul City Council,
pursuant to Section 77.07 of the Saint Paul Legislative Code,
adopted Resolution C.F. 26052�+ on January 23, 1973 (Chapter A-7
Administrative Code) as a.mended, which establishes Service
Availability Charges (SAC); and
WHEREAS, The Metropolitan Waste Control ComOnission has
increased the unit charges for the year 1986 from $425.00 to
$�+75•�0 per unit; now therefore be it
RESOLVED, That Council Resolution C.F. 260521+, adopted
January 23, 1973, as amended, be and the sa.me is hereby further
amended so as to increase the SAC unit charge from $�+25.00 to
read $475.00 per unit; and be it
FURTHER RESOLVED, That this amending resolution shall
ta.ke effect and be in force from and after its passage, approval
and publieation.

SAC is paid by builder or property owner at the present time, therefore, the passing of
the increase charges to builder or property awner would not be a change in���s �
policy.

This is the first increase in SAC Unit Charges ia six years and should be expected
by the builders. Hawever if the City of Saint Paul paid the iacrease, it would
cost the City $78,700.00 in 1986 if the- same number of SAC Charges are made as
ia 1985.
