WHEREAS, every 21 minutes, someone in the United States is
killed by a drunk driver. If the trend continues, half of all
Americans will be involved in alcohol-related crashes in their
1lfetime.
WHEREAS, alcohoi-related car crashes cause over 20,000 deaths
and 670.000 injuries per year nationwide. It results in 2.6
million workdays lost, 2.5 millio� damaged vehicles and $24
biliion in related costs.
WHEREAS, over 75 percent of the country's youth are drinking
alcoholic beverages by the age of 16. While young people age 16-
24 are responsible for only 20 percent of the total vehicle miles
driven, they cause 42 percent of all fatai alcohol -related car
crashes. Drinking and driving crashes are the leading cause of
death of Americans age 16-24.
WHEREAS, in 1984, 327 persons were killed in Minnesota in
alcohol-related traffic crashes. Over 75 percent had themselves
been drinking as a driver or pedestrian. Another 7,250 people
were injured in alcohol-related crashes in 1984.
WHEREAS, one-fourth of all arrests in Minnesota are for drunk
driving. There as 100 drunk driving arrests per day in
Minnesota.
WHEREAS, of ali jail time served in Minnesota, 20 percent is
for drunk driving. Eleven percent of all Minnesota ,�ail capacity
is taken up by repeat drunk drivers.

WHEREAS, it costs taxpayers slightly more than $1 ,000 for
each DWI arrest (DWI patrol , arrest, booking, testing,
prosecuting, pubiic defender, court, ,�ail , etc. ) That's $40
million a year.
WHEREAS, there were over 36,000 drunken driving arrests in
Minnesota in 1984.
BE IT RESOLVED, on December 8, 1985, Mothers Against Drunk
Driving (MADD) will hold a "Candlelight Vigil of Remembrance and
Hope" at 7:00 p.m. in the State Capitol Rotunda. The public is
encouraged to attend this moving event, in which the names of
victims of drunk driving crashes are read and candles lit in
their memory.
BE IT FURTHER RESOLVED, the Vigil begins a Week of
Remembrance and Hope -- remembrance of victims of drinking and
driving crashes and hope for a less violent future for everyone.
The City of St. Paul in con,�unction with MADD asks the public to
show its support by driving with car headlights on and leaving a
porch lights turned on Dec. 8-13.
