An Ordinance amending Chapter 60 of the Saint Paul
Legislative Code pertaining to zoning for the City
of Saint Paul and the zoning maps thereof.
WHEREAS, Pursuant to Minnesota Statutes, § 462.357 and § 64.210 of the
Legislative Code, Zygmunt Niwinski duly petitioned to rezone Lot 1, Block 3,
Woodland Park Addition to the City of St. Paul all in Ramsey County located on
the west side of North Kent Street between Selby and Dayton from RT-2 to RM-2
for the purpose of restoring a 6-unit halfway house to a 4-unit townhouse the
petition having been certified by the Planning Division on September 25, 1985,
as having been consented to by at least 67� of the owners of the area of the
property to be rezoned, and further having been consented to by at least two-
thirds of the owners of the property situated within 100 feet of the total
contiguous property within one year preceding the date of the petition; and
WHEREAS, The Zoning Committee on October 17 , 1985, conducted a public
hearing for the purpose of considering the rezoning petition, and pursuant to
Section 107.03 of the Administrative Code, submitted its recorr�nendation to the
Planning Commission that the petition be granted; and
WHEREAS, The Planning Commission considered the rezoning petition at its
meeting held on October 25, 1985, and recommended that the City Council approve
the petition; and
WHEREAS, Notice of a public hearing before the City Council on the said
rezoning petition was duly published in the official newspaper of the City on
November 2, 1985, and notices were duly mailed to each owner of affected
property and property situated wholly or partly within 350 feet of the property
sought to be rezoned; and
WHEREAS, A public hearing before the City Council , having been conducted on
November 14, 1985, where all interested persons were heard, and the Council
having considered all the facts and recornrnendations concerning the petition;
now, therefore,

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That the zoning map of the City of Saint Paul , Sheet No. 20, as incorporated
by reference in Section 60.301 of the Saint Paul Legislative Code, as amended,
is hereby further amended as follows:
That property located on the west side of North Kent
Street between Selby and Dayton being more
particularly described as Lot 1, Block 3, Woodland
Park Addition to the City of St. Paul , all in Ramsey
County be and is hereby rezoned from RT-2 to RM-2.
Section 2.
This ordinance shall take effect and be in force thirty (30) days from and

On Uctober 17 , 1985, the Zoning Committee of the Planning Commission held a

close of the public hearing, the Committee voted 6 to 0 to approve the
rezoning based on staff findings.
On October 25, 1985, the Planning Commission upheld the Zoning Committee' s
recommendation on a unanimous voice vote.
This rezoning is scheduled to be heard by the City Council on November

Dear Sir:
On October 17 , 1985, the Zoning Committee of the Planning Commission held a
public hearing on this rezoning. The petitioner testified. At the
close of the public hearing, the Committee voted 6 to U to approve the
rezoning based on staff findings.
� On October 25, 1985, the Planning Commission upheld the Zoning Committee's
recommendation on a unanimous voice vote.
This rezoning is scheduled to be heard by the City Council on November
14, 1985. Please notify me by November 13, 1985, if any member of the
City Council wishes to have slides of the site presented at the public
hearing.
