WIIEREAS, John Kratz has submitted for City Council approval the attached preliminary and final plat for subdivision of property
along the west side of I-35E between Palace Avenue and Juliet Avenue into seven residential lots and one outlot; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended conditions, that it
meets the requirements of Chapter 67 of the Zoning Code; and
WI-IEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the Ciry and
nouces were mailed to each owner of affected property including all property situated within 350 feet of the subject property; and
WHEREAS, the City Council held a public hearing on the proposed plat on September 6, 200Q where all interested parties were
given the opportuniry to be heazd and the Council considexed all the facts and recommendations concerning the plat;
NOW, THEREFORE, BE 1T RESOLVED, that the City Council aceepts and approves the attached preliminary and final plat for
Ridgewood Bluff along the west side of I35E between Palace Avenue and Juliet Avenue , subject to the following conditions:

Kratz seeks preliminary and final approval of his subdivision to create 7 residential lots [and 1
outlot] for his cluster development. The code provides for this at Leg. Code § 67.405.
Leg. Code § 67.405(5) requires a public hearing on the subdivision application.
Leg. Code § 67.405(6) requires that the Council decision be by resolution. City staff advised that
the council resolution is prepared and submitted on the consent agenda on a date after the public
hearing.
City staff have reviewed the application for compliance with Leg. Code § 67.406(a)(1-6) and
recommends approvai.

SURROITNDING LAND USE: The property is surrounded on the north, south and west by
single family homes, and by I-35E on the east.
E. ZONTNG CODE CITATTON: Section 67.301 states that platting is required when a
subdivision creates five or more lots. Secrion 67.406 gives criteria for the review of subdivision
applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: The Planning Commission unanimously approved a Special
Condirion Use Permit to ailow a cluster development with seven dwelling units on Iuly 23, 1999.
The City Council denied an appeal of the Planning Commission's decision on a vote of 6- 1,
thereby approving the Special Condirion Use Pemut, on August Z5, 1999.

H. REQiJIItED FINDINGS:
i. All the applicable provisions of the Legislarive Code are being complied with. City
staff have reviewed the proposed plat and have determined that all applicable pro�isions
of city codes aze met.

2. The proposed sabdivision will not be detrimental to the present and potential
surrounding land ases. The proposed subdivision is consistent with the surcounding
single-family homes, and wiil not be detrimental to present and future use of surrounding
land.
3. The area sarronnding the subdivision can be pianned and developed in
coordinafion and compatibility witfi fhe proposed snbdivision. The azea surroanding
the proposed plat is already developed with single-family homes.
4. The subdivision is in conformance with the Comprehensive Plan. This subdivision is
in conformance with the City's land use plan which, undet objective 5.3.1, states, "Fach
of the seventeen planning districts in the city should have life cycIe housing, that is, a
mixture of single-family houses, townhouses, condominiums, apaztments, and seniors
housing." It is also consistent with the District 14 Plan, which includes goals "to meet
the diverse housing needs of residents," and "to provide a variety of housing types within
the district (aparhuents, condominiums, cooperatives) while retauung the single-family
character and residential quality of the distri� " which calls for increasing housing
supply and ensuring availability of a full range of housing choices to meet the needs of a
full range of household types and income tevels. This project wi21 add a new needed
� housing type to this azea.
5. The subdivision preserves and incorporates the site's important natnral featares,
wheaever possible. 'I'he development has been designed to m;n;mize disruption to
existing natural features and topography. In an attempt to presetve tfie existing
topography, development at the northem portion of the site will be at an elevation that is
about 22 feet higher than the development at the southem half.
6. All land intended for bnilding sites can be nsed safely tvithont endangering
residents by peril from flood, erosion, continuonsly lugh water table, severe soil
conditions or other menace. The site and grading aze being designed to meet this
requirement.
7. The snbdivision can be economically served with pnblic facilities and services. The
subdivision can be served with public facilities and services from Palace Ave. and Juliet
Avenue.
I. STAFF RECOMNIENDATTON: Based on required findings 1 through 7 above, sta£f
recommends approval of the final plat for Ridgewood Bluff between Palace Ave. and Juliet Ave.
west of I-35E subject to the condirion the applicant shall file a copy of the Councii Resolution
approving the plat with the Ramsey Coimty Recorder's Office.

WIIEREAS, John Kratz has submitted for City Council approval the attached preliminary and final plat for subdivision of property
along the west side of I-35E between Palace Avenue and Juliet Avenue into seven residential lots and one outlot; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended conditions, that it
meets the requirements of Chapter 67 of the Zoning Code; and
WI-IEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the Ciry and
nouces were mailed to each owner of affected property including all property situated within 350 feet of the subject property; and
WHEREAS, the City Council held a public hearing on the proposed plat on September 6, 200Q where all interested parties were
given the opportuniry to be heazd and the Council considexed all the facts and recommendations concerning the plat;
NOW, THEREFORE, BE 1T RESOLVED, that the City Council aceepts and approves the attached preliminary and final plat for
Ridgewood Bluff along the west side of I35E between Palace Avenue and Juliet Avenue , subject to the following conditions:

single family homes, and by I-35E on the east.
E. ZONTNG CODE CITATTON: Section 67.301 states that platting is required when a
subdivision creates five or more lots. Secrion 67.406 gives criteria for the review of subdivision
applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: The Planning Commission unanimously approved a Special
Condirion Use Permit to ailow a cluster development with seven dwelling units on Iuly 23, 1999.
The City Council denied an appeal of the Planning Commission's decision on a vote of 6- 1,
thereby approving the Special Condirion Use Pemut, on August Z5, 1999.

staff have reviewed the proposed plat and have determined that all applicable pro�isions

2. The proposed sabdivision will not be detrimental to the present and potential
surrounding land ases. The proposed subdivision is consistent with the surcounding
single-family homes, and wiil not be detrimental to present and future use of surrounding
land.
3. The area sarronnding the subdivision can be pianned and developed in
coordinafion and compatibility witfi fhe proposed snbdivision. The azea surroanding
the proposed plat is already developed with single-family homes.
4. The subdivision is in conformance with the Comprehensive Plan. This subdivision is
in conformance with the City's land use plan which, undet objective 5.3.1, states, "Fach
of the seventeen planning districts in the city should have life cycIe housing, that is, a
mixture of single-family houses, townhouses, condominiums, apaztments, and seniors
housing." It is also consistent with the District 14 Plan, which includes goals "to meet
the diverse housing needs of residents," and "to provide a variety of housing types within
the district (aparhuents, condominiums, cooperatives) while retauung the single-family
character and residential quality of the distri� " which calls for increasing housing
supply and ensuring availability of a full range of housing choices to meet the needs of a
full range of household types and income tevels. This project wi21 add a new needed
� housing type to this azea.
5. The subdivision preserves and incorporates the site's important natnral featares,
wheaever possible. 'I'he development has been designed to m;n;mize disruption to
existing natural features and topography. In an attempt to presetve tfie existing
topography, development at the northem portion of the site will be at an elevation that is
about 22 feet higher than the development at the southem half.
6. All land intended for bnilding sites can be nsed safely tvithont endangering
residents by peril from flood, erosion, continuonsly lugh water table, severe soil
conditions or other menace. The site and grading aze being designed to meet this
requirement.
7. The snbdivision can be economically served with pnblic facilities and services. The
subdivision can be served with public facilities and services from Palace Ave. and Juliet
Avenue.
I. STAFF RECOMNIENDATTON: Based on required findings 1 through 7 above, sta£f
recommends approval of the final plat for Ridgewood Bluff between Palace Ave. and Juliet Ave.
west of I-35E subject to the condirion the applicant shall file a copy of the Councii Resolution

WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended conditions, that it
meets the requirements of Chapter 67 of the Zoning Code; and
WI-IEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the Ciry and
nouces were mailed to each owner of affected property including all property situated within 350 feet of the subject property; and
WHEREAS, the City Council held a public hearing on the proposed plat on September 6, 200Q where all interested parties were
given the opportuniry to be heazd and the Council considexed all the facts and recommendations concerning the plat;
NOW, THEREFORE, BE 1T RESOLVED, that the City Council aceepts and approves the attached preliminary and final plat for

single family homes, and by I-35E on the east.
E. ZONTNG CODE CITATTON: Section 67.301 states that platting is required when a
subdivision creates five or more lots. Secrion 67.406 gives criteria for the review of subdivision
applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: The Planning Commission unanimously approved a Special
Condirion Use Permit to ailow a cluster development with seven dwelling units on Iuly 23, 1999.
The City Council denied an appeal of the Planning Commission's decision on a vote of 6- 1,
thereby approving the Special Condirion Use Pemut, on August Z5, 1999.

staff have reviewed the proposed plat and have determined that all applicable pro�isions

2. The proposed sabdivision will not be detrimental to the present and potential
surrounding land ases. The proposed subdivision is consistent with the surcounding
single-family homes, and wiil not be detrimental to present and future use of surrounding
land.
3. The area sarronnding the subdivision can be pianned and developed in
coordinafion and compatibility witfi fhe proposed snbdivision. The azea surroanding
the proposed plat is already developed with single-family homes.
4. The subdivision is in conformance with the Comprehensive Plan. This subdivision is
in conformance with the City's land use plan which, undet objective 5.3.1, states, "Fach
of the seventeen planning districts in the city should have life cycIe housing, that is, a
mixture of single-family houses, townhouses, condominiums, apaztments, and seniors
housing." It is also consistent with the District 14 Plan, which includes goals "to meet
the diverse housing needs of residents," and "to provide a variety of housing types within
the district (aparhuents, condominiums, cooperatives) while retauung the single-family
character and residential quality of the distri� " which calls for increasing housing
supply and ensuring availability of a full range of housing choices to meet the needs of a
full range of household types and income tevels. This project wi21 add a new needed
� housing type to this azea.
5. The subdivision preserves and incorporates the site's important natnral featares,
wheaever possible. 'I'he development has been designed to m;n;mize disruption to
existing natural features and topography. In an attempt to presetve tfie existing
topography, development at the northem portion of the site will be at an elevation that is
about 22 feet higher than the development at the southem half.
6. All land intended for bnilding sites can be nsed safely tvithont endangering
residents by peril from flood, erosion, continuonsly lugh water table, severe soil
conditions or other menace. The site and grading aze being designed to meet this
requirement.
7. The snbdivision can be economically served with pnblic facilities and services. The
subdivision can be served with public facilities and services from Palace Ave. and Juliet
Avenue.
I. STAFF RECOMNIENDATTON: Based on required findings 1 through 7 above, sta£f
recommends approval of the final plat for Ridgewood Bluff between Palace Ave. and Juliet Ave.
west of I-35E subject to the condirion the applicant shall file a copy of the Councii Resolution
