WHEREAS, the Certifieate of Conformanee in Financial
Reporting Program xas begun by the Government Finance Offieers
Assoeiation (GFOA) in 1945 to emphasize the belief that every
governmental unit should prepare and publish an easily
understaadable, Comprehensive Annual FinanQial Report (CAFR)
eovering all of its funds and finaneial transaQtions during the
year; and
WHEREAS, the CAFR is a very detailed report that goes beyond
the requirements of generally aecepted aeoounting prineiples; and
WHEREAS, the Certificate of Conformanee is the highest form
oF reeognition in the area of governmental finaneial reporting,
and its attainment represents a significant aaeomplishment by
governmental units and its management; and
WHEREAS, the City oP Saint Paul received its Pirst
Certifieate of Conformance in 1963; and
WHEREAS, the City of Saint Paul has received an annual
Certifieate of Conformanoe sinee 1976;
NOW, THEREFORE, BE IT RESOLVED, that the City Council , on
behalf of the City of Saint Paul , acknowledges the receipt of the
GFOA Certifieate of Conformanee for 1984; and
BE IT FINALLY RESOLVED, that the City Council commends the
following staff, whose efforts were important and necessary in
order to reeeive the Certificate of Conformance:
