Stat. § 462.357, Subd. 4 requires proposed zoning code amendments not 9 initiated by the planning commission to be first referred to the planing commission for study, 10 report and recommendation before the proposed amendment is acted upon by the city council; 11 12 NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul, 13 pursuant to Minn. Stat. § 462357, Subd. 4, hereby requests the planning commission to study, 14 report and submit a recommendation concerning the proposed Thomas/Dale District 7 Area 15 Special District Plan which is attached hereto and incorporated herein by reference.
