tries of Minnesota, Inc. , including the latest tax exempt status letter
from the Internal Revenue Service.
The organization is seeking a charitable gambling license to operate bin-
go games at 1001 Payne Avenue on St. Paul' s Eastside. We believe the pur-
poses for which bingo proceeds would be used are meritorious and deserve
the full support of th� City of St. Paul. See the attached Needs State-

The latest socio-economi.c data (1984) from a Metropolitan Council Report
Entitled; CHARACTrRi�7'ICS OF MINOIZITIES IN 'fHE 'I'WIN CITIES MG'1'ROPOLT'1'AN ARLA,
�;ii��ws that Tndians are the most_poor, least educated, lowest employed, and
generally at the bottom of all social barometers of all racial grc�ups in the
state.
Unemployment on reservations exceeds 50 percent and this in turn contri-
butes to l�igh mobility among Indians between reservations and the cities in
search of emnlayment. fdhat is not found in the afc�rementioned report are the
extreme hardships many of the Indian newcomers encounter upon their arrival to
the cities . Many are low on financial resources and need emergency_ t��ne ser-
vices while they search for full-time employment, job training, or educ�itional
�r<�;�rams. This emergency assistance may include btit is not limited to;
1. An immediate source of income.
2. Bus tokens, and other transportation needs for job hunting, or for
first job assignment through Phoenix Temporary Help Services.
3. Emergency food, and,meal monies for first jub assignment.
4. lJork tool;; , work clothes, and safety equipmenL for certain jobs.
5. Emergency or temporary shelter.
Phoenix Industries Temporary Help Services is an alternative to 'welfarism'
for the urban Indian. Through the temporary help services project, the Indian
is afforded the opportunity to prove his/her self-worth by self_-help through
employment. The project provides an immediate source �f rash and is desi,ned
tu meet th�-. needs of item nu:nber l. The proceeds of the requested bingo �;ames
would be used to provide the other day-to-day needs and other ,upportive ser-
vices as listed. T'his is tlie primary ;�iirp��se.
'i'he secondary purpose is to utilize bingo revenues to provide skills train-
ing. T[any of the job applicants to Phoenix Industries Temporary Help Services
are unskilled (over 82%) and undereducated. Office equipment and supplies, and
educational materials are needed to better qualify the urban Indian for better
payins; jobs. 'Cypists, word processors , computer and CR't' Operators, rece���ionists ,
ar.d bo��kkeepers are in heavy demand from comnanies wanting to utilize Phoenix Tem;�s.

turn putential welfare recipients into tax-paying citizens through Charitable
Gambling Revenues, at no cost to tax payers, is a unique and prudent mechod

WHER�AS : Phoenix Industries of Minnesota, Inc. , is a duly recognized
501 (c) (3) nonprofit organization incorporated for the ex-
plicit purpose of promoting Indian Self-Determination for
urban Indians through vocational education, employment, and
job training programs, and
WHEREAS : The latest socio-economic data (1984) from a Metropolitan
Council Report entitled; CHARACTERISTICS OF MINORITIES IN THE
TWIN CITIES METROPOLITAN AREA, shows that Indians are the most
poor, least educated, lowest employed , and generally at the
bottom of all social barometers of all racial groups in the
state, and
WHEREAS : Such impoverishment can be partly attributed to lack of em-
ployment opportunities on reservations , and
WHEREAS: The lack of jobs on the reservations leads to high mobility
among Indians in Minnesota and the surrounding states to the
Twin Cities area in search of employment, and
WHEREAS : These people are generally low on resources and need emergency
and supportive type services, including but not limited to; an
immediate source of income, emergency or temporary housing ,
emergency food, transportation and meal monies for first job
assignment, work tools and work clothes, and
WHEREAS : Indian people deserve the opportunity to prove their self-
worth and improve their self-esteem by self-help through em-
Ployment, and
WHEREAS : There is not one community resource or employment program in
the Twin Cities designed specifically to help these people
with their day-to-day needs through daily jobs and daily pay .
NOW, THEREFORE BE IT RESOLVED: That Phoenix Industries of Minnesota
through its Board of Directors supports the concept and content of the
Phoenix Temporary Services Project , which will provide a wide range of
jobs with daily pay, on a daily, weekly, or monthly basis for urban In-
dians and other disadvantaged or unemployed people. Phoenix Industries
of Minnesota will also assist its temporary employees with all necessary
educational support programs to help them gain permanent employment.
We do hereby certify that the foregoing resolution was duly presented and
enacted upo� at a special meeting of Phoenix Industries of Minnesota held
on June 20 , 1985 with a quorum present at a vote of 6 for , 0 against,
and 0 silent, hel at Paul , Minnesota.
