MINUTES OF TI-� LEGISLATIVE HEARING SKINNERS PUB - 919 RANDOLPH AVENUE Tuesday, October 24, 2000 Room 330 Courthouse Gerry Strathman, Legisiative Hearing Officer The meeting was called to order at 11:02 a.m. STAFF PRESENT: Kristine Schweinler, License, Inspection, Environmentai Protection (LIEP). Gerry Strathman stated this meeting is being held to heaz objections to a license for Skinners Pub Inc., doing business as Skinners Pub, 919 Randolph Avenue. Kristine Schweinler reported this applicant is applying for the following licenses: Liquor On Sale (C), Liquor On Sa1e-Sunday, Restaurant (B), Cigarette/Tobacco, and Gambling Location (C). There aze no pending conditions and no pending adverse actions. LTEP is recommending approval. John Decker, 928 James Avenue, appeared and stated he lives about 150 feet from Sldnners Pub. Mr. Decker acknowledged that the neighbors like the establishment. Mr. Decker stated there are loud motorcycles in the parking lot of Skinners Pub usually around 12:00 p.m. and the summer time seems to be worse. On Friday and Saturday nights the motorcycles accelerate very fast and are very loud. There aze numerous fights and recently fireworks were being lit off in the pazking lot. This has been fairly typical over the last seven years. Mr. Decker spoke with a neighbor who lives on the corner of 7ames and Milton. The neighbor stated Peter Skinner is making an effort to control the noise and would like to give him a chance. Mr. Decker stated there are three bars and a liquor store in a three block azea and he feels this bar is unhealthy for the neighborhood. He does feel if radical changes are made, a neighborhood bar would be fine. Mr. Decker spoke with polace and they appear to be unconcerned with this establishment. Mr. Decker is hoping somewhere along the line people will see having a good city to live in and a good place to raise children is more important than swinging a lot of weight in order to support business interest. Mr. Strathman asked Mr. Decker what he would haue done if he could have his way. Mr. Decker responded he would get together with neighbors and discuss how to make the neighbarhood safe and peaceful. Hopefully they would agree to go back to a neighborhood baz and limit the hours to 10:00 p.m. or 11:00 p.m. during the week and 11:00 p.m. or 12:00 a.m. on the weekends. Mr. Decket believes this would discourage the noisy crowd that comes in late. Mr. Strathxnan asked Mr. Decker if his prnnary concern with this establishment is the noise in the parking lot and the late hours at night. Mr. Decker responded that is conect. There aze people standing around the pazking lot taiking loud and engaging in fights. Iv�. Skinner denied any knowledge of fights since they have obtained ownership. The pazking lot is in view of the doors and they have not witnessed any fights. They do clean up gazbage in the pazking lot. Mr. Skinner stated he has no knowledge of motorcycle noise. Mr. Stratlmian asked if there is anythiilg they can do about the motorcycle noise. Mr. Skinner responded the neighbar across the street on 3ames has a motorcycle and the people who have motorcycles are all neighborhood people.
