Before the City can implement the Deer Management Plan developed by Parks and Recreation and approved by District
One Community Council, it must receive a permit from the State of Minnesota, DNR. In order to receive the permit,
the City must agree to hold the State ofi Minnesota harmless for liability or damages resulting from activities related
to the.plan.
ADVANTAGES IF APPFOVED:
The City may implement the �eer Management Plan approved by District 1, beginning February 5, 2000.

The City of St. Paul is hereby granted permission to take deez within the City of St. Paul,
Ramsey County, Minnesota. Ac6vities are restricted to azeas of City of St. Paul jurisdiction
within the Pig's Eye Lake area. This permit is granted subject to the following conditions:
1. Deer shali be taken by azchery in a safe and humane manner;
2. This permit is effective subject to provisions of paragraph 16 and expires at midnight
April 1, 2000;
3. The number of deer taken shall not exceed one hundred (100);
4. Deer of any age or sex may be taken.
5. Deer may be taken day or night with or without the aid of artificial light. Deer may be taken
over bait;
6. The City may retain personnel necessary to carry out activities authorized by this permit. All
such personnel shall be su£ficiently skilled to properly carry out their assigned tasks;
7. No deer shall be taken from any privately owned land until after the City has obtained written
permission from the owner or occupant of such land;
8. All deer killed pursuant to this pernut shall tae properly field dressed within two hours after
killing. Antlers may not be removed by permittee;
9. The Conservation Officer shall be called prior to commencement of removal activities. ��"' � 03
Carcasses of all deer killed shall be surrendered to the Department of Natural Resources'
Conservation Officer within 24 hours after killing. E�ch deer wi11 be tagged by permittee
with a unique number, da#e, sex and age. •
10. The City shall be solely responsible for any and all damage or in}ury to persons, domestic or
wild animals and real or personal property of any kind, resulting from the City's activities
pursuant to this permit;
11. The City shall hold the State of Minnesota, its officers, agents, and employees harmless from
any and all liability and daniages resulting from any activities undertaken pursuant to this
permit;
12. This permit shail not be construed as a guarantee or representation by the Department of
Natural Resources or the State of Minnesota that any particular method or degree of deer
removll wilI resuit in any attenuation of deet depredation prooiems existing witizin the
target removal area;
13. This permit shall not be construed to exempt the City of St. Paui, its agents or employees,
from any provisions of local law, ordinances or regulations which may apply to the activities
authorized by this permit;
14. The City shall consult the appropriate local law enforcement authorities concerning public
safety in the actavities authorized by this permit;
15. Tl�e permittee must report the number, sex, age and fertility status (include number and sex
of fetuses) of deer taken to the Regional Wildlife Manager within ten (10) days of the expiration
of this permit.
16. This permit is not valid until one copy of the acceptance clause has been signed and dated by
the permittee and sent to and received by the Region VI Regional Wildlife Supervisor
(Minnesota Department of Natural Resources, Carlos Avery Wildlife Office, Forest Lake, MN
55025). The second copy of the acceptance form shouid be retained by the permittee. This
permit may be revoked at any time upon written notice to the permittee.
