WHEREAS , a Qualifications and Examining Committee was
established to determine the qualifications of applicants for
the position of Director of Personnel of the City of Saint
Paul pursuant to Section 12. 121 of the City Charter; and
WHEREAS , the Examining Committee has completed its process
and has submitted five names of applicants for the position
of Personnel Director to the Mayor for selection; and
WHEREAS , the Mayor has selected Rafael Viscasillas from
this list of applicants to be appointed to the position of
Director of Personnel ; now, therefore , be it
RESOLVED, that the Council of the City of Saint Paul hereby
approves and ratifies the appointment of Rafael Viscasillas
as Personnel Director of the City of Saint Paul for a term
of six years commencing October 28, 1985.

Direct the day-to-day operations of division which serves two
ma�or agencies, the Regional Office and the Data Processing
Center. This requires knowledge of aad sensitivitq to differing
personnel policies. Work in close collaboration with personnel
director and directors of the agencies on the development and
implementation of manpower plans, policies and procedures.
Develop and control departmental budget of $350,000. Supervise
� all major personael and administrative areas including: staffing,
classification, emploqee relations, labor relations, performance
appraisal, training, and employee processing and records main-
teaance. Monitor vork in progress to assure that it is com-
pleted to specificatioas within strict time limitations.
Manage Occupational Safetq and Health Act (OSHA) program for
both agencies and handle all Workers' Compensation claims.
Oversee special examiaing units. Develop software applications
for iateroffice reports and interaal controls. Deal directly
�rith top level managers on the resolution of employee and labor
relatioas problems. Personally conduct all labor management
aegotiations and represent agencies at arbitration hearings.
• Sesponsible for coozdinating the timelq closing of the Data
Processing Center and placiag affected emploqees (115) in
new positions or �roviding outplacement assistance.
� Successfully negotiated two merit promotion sqstems with
the uaion.
11/76-10/77: Regional EEO Officer, U.S. Immigration and Natuzalization
Service, St. Paul, I�T.
Managed Affirmative Action and Equal Opportunitq Programs
for northern egion. This involved twenty states and 1200
. ' employees. Monitored hiring procedures for border control
agents and criminal investigators to ensure that the agencq
affirmative action goals were considered prior to aelection.
Adjudicated EEO complaints after investigations were complete.
• Developed the first federally approved affirmative action
plan for the northern regional office.

Performed imiestigations for applicants requiring securitq
clearances for federal positions. Interviewed references
listed by applicants, prepared summaries of interviews,
made recammendations on the grantiag of clearances aad sub- •
mitted them to supervisory investigator.
8/72-4/73: Assistant Administzator, Palmer Memorial Hospital, West Union,
IA.
Held equal responsibilitq with admiaistrator for managing this
thirty bed hospital and seventq bed nursing hame. Was eolely
ia charge of budgeting and staffing functions.
• Developed and implemented first viable billing system for
hoepital. easuring that appropriate departments and patients
were billed for supplies and services. Was credited for
placing the hospital in the "black".
