Stat. § 462357, Subd. 4 requires proposed zoning code amendments not initiated by the planning commission to be first referred to the planing commission for study, report and recommendation before the proposed amendment is acted npon by the city council; NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul, pursuant to Minn. Stat. § 462357, Subd. 4, hereby requests the planning commission to study, report and submit a recommendation concerning the proposed North End/South Como Special Sign District which is attached hereto and incorporated herein by reference.
