Federal Fiscal Year 1986 funding of Saint Pau.t 's.. Emergency Preparedne�ss Pragram through
application of Federal Emergency'Management Assistance grants based upon Saint Pau] 's
performance to meet minimum federal guidelines for public safety. Federal Executive
order 11749, Chapter 12 State Div�ision of Emergency Services, Chapter 73 (Saint Paul
Legislative Code) , and Saint Paul 's Administrative Code, will be used as guidelines for
compliance.
Financial , �udgetary and Personr�el Irr�acts Anticipated:
The Federal Governme�t may pay up to fifty percent of. Saint Paul 's Emergency Managment
expenses. Therefore, the federa1 aid to Saint Paul i�t federal Fiscal Year 1986 could be
$46,660._OQ .ar fifty percent of all anticipated personnel and administrative expenses.

ANTI-APARTHEID RESOLUTION
WHEREAS, it is the policy of the City of St. Paul to
encourage political , economic and� social policies which guarantee
civil rights, civil liberties, and economic opportunities; and
WHEREAS, it is the policy of the City of St. Paul to condemn
and seek the eradication of the policy of apartheid in South
Africa, a doctrine of racial separation under which rights a�d
obligations of individual� are defined accordi�g to their racial
and ethnic origin; and
WHEREAS, the system of apartheid, officiaily adopted by the
Government of South Africa in 1948, is moraily repugnant to the
peopie of the City of St. Paui ; and
THEREFORE. BE 1T RESOLVED, the City of St. Paul shail not:
1 . Purchase comnerciat paper and or Bankers Acceptances of
bank� nor do any other business with banks that continue

a. Advertise or otherwise prcxnote the sale of
krugerrands or other coins minted in the Repubiic
of South Africa
b. Underwrite the �ecurities of the Government of
South Africa, or
c. Makes loa�s and extension of credit to the South
African Government, including corporations or

the City conducts other business that are listed by the Investor
Responsibility Research Center, Inc. , as questionable concerning
their dealings with South Africa, shali file with the City
Treasurer a certificate sig�ed by the president or other duly
authorized officer of such bank setting forth that:
a. It does not advertise or otherwise promote the
sale of Krugerrands or other coins minted in the
Republic of South Africa
b. It does not underwrite the securities of the
Government of South Africa, or
c. It does not make loans and extension of credit to
the South African Government, including corporations
or organizations controlled by the South African
