An Administrative Ordinance establishing
the method of conveying benefits to persons
appointed to non-elective unclassified
positions in the City of Saint Paul and
who were immediately prior to such appoint-
ment employed by another public agency.
THE COUNCIL OF THE CITY OF SAIIVT PAUL DOES ORDAIN:
Section 1 .
In all cases where appointees are appointed to non-elective
unclassified positions in the City of Saint Paul where the
appointee was employed by any public agency having a merit
system immediately prior to such appointment, the following
may be included as compensation:
l . Any sick leave which said appointee may have
accumulated in his prior employment may be
transferred to the City of Saint Paul but may
not exceed what would have been earned if that
person had been an employee of the City during
the time he was employed by such agency.
2. The amount of time worked by said appointee at
the previous public agency may be applied to the
time necessary for obtaining vacation in the Cit.y
of Saint Paul ' s vacation system. This provision
shall not serve as a basis for transferring
accumulated vacation from the previous employment.
3. Any time of employment served by said appointee
at the previous public agency shall serve as a
credit for the time necessary to obtain City paid

Section 2.
This ordinance is deemed a part of the Saint Paul Admini-
strative Code and shall be incorporated therein and given an
appropriate chapter and/or section number at the time of the
next revision of said Administrative Code.
Section 3 .
This ordinance shall take effect and be in force thirty
days from and after its passage, approval and publication.

aborted human fetuses; amending the S,t. Paul Legislative

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDRIN:
Section 1 .
[PURPOSE. � The purpose of this ordinance is to provide for
the disposition of aborted human fetuses in a �irorm manner and
declaring violations thereof to be a public nuisancq.

the terms defined in this section shall have the meanings

Section 3.
[DISPOSAL. ] No fetal remains resulting from an abortion
which is either induced or occurs spontaneously or at any hospital ,
clinic or medical facility shall be deposited at any place within
the limits of the city of Saint Paul except as shall be provided
in this ordinance, or except as designated by the health officer �
of the city of Saint Paul .
Section 4. •
(DISPOSITION. ] Every hospital � clinic and medical facility
in which abortions are performed or occur spontaneously, and any
laboratory to which the aborted fetuses are delivered, shall pro-
vide for the disposal of the aborted fetuses by cremation, inter-
ment, or other manner approved by the health officer of the city
of Saint Paul . Such hospital , clinic, medical facility or laboratory
may complete any laboratory tests necessary for the health ot the
woman or her future offspring prior to disposing of the aborted
fetus.
Section 5.
[REPORTING. ] Each hospital , clinic, medical facility and
laboratory shall report on a form provided by the health officer
of the city of Saint Paul the manner in which it disposes of '
aborted fetuses. Such reports shall be made annually and shall be
filed with the health officer of the city of Saint Paul . In no
event shall reports be submitted later than January 15 of the
following year.
Section 6.
[BURIAL OR INTERMENT. � The remains of any aborted human
fetus shall be buried or interred or cremated. The remains of any
aborted fetus may be transferred to the Ramsey County morgue for
interment subject to the approval of Ramsey County.
Section 7.
[VIOLATION; PENALTY. ] Any person or persons, firm or cor-
porat�.on who shall fail to comply in any manner with the provisions
of this ordinance shall be guilty of a misdemeanor.
Section 8 .
[REGULATIONS. J The health officer of the city of Saint Paul
may make such regulations as may be necessary to carry out the
purposes and directions of this ordinance.
