Gerry Strathman called the meeting to order at 10:05 am.
Resolution ordering the owner to remove or repair the property at 684 Cooic Avenue East.
If the owner fails to comply with the resolution, Code Enforcement is ordered to remove
ti►e buiiding.

Steve Magner reported this properry has been vacant since November 1998. The current owner
is East Side Neighborhood Development Company. Five summary abatements have been issued
to secure the building, clean yazd, cut grass, and remove ice from sidewalk. On July 5, 2000, an
inspection of the building was conducted, and a list of deficiencies which constitnte a nuisance
condition was developed and photographs were taken. The vacant building fees aze due. Real
estate taxes are paid. Taxation has placed a market value of $18,000 on the properry. A bond
has not been posted. The repair is estimated at $55,000; demolition, $8,000 to $9,000.
Kathryn Paulson, East Side Neighborhood Development Company, appeared and stated they
cannot teaz down the building unrit they have worked out the budget for the entire development;
therefore, they would like the City to tear it down and redevelop the property. She has a question
about the garage. Also, she would like the foundation removed. She realizes it is a problem for
the neighbors.
Mr. Magner stated if Ms. Paulson wants the gazage saved, it can be worked out with the
contractor. Removing the faundarion witl increase the cost of the demolition.
Gerry Strathman recommended approval.

Steve Magner reported this property has been condemned since June 1999 and vacant since July
1999. The cutrent owner is Jodie Witte, granddaughter of the deceased fee owner. Ten sauunary
abatement notices have been issued to secure the building, cut grass, and remove refuse from yard,

garage, and shed. On May 18, 2000, an inspecrion of the building was conducted, and a list of
deficiencies wlvch constitute a nuisance condition was developed and photographs were taken.
Vacant building fees aze due. Tases aze unpaid in the amount of $3,866.06. Ta�carion has placed a
mazket value of $39,900 on the building. A bond has not been posted. The estimated cost to repair
is $40,000; demolifion, $8,000 to $9,000.
As these things go, Gerry Strathman stated, this buiiding is not in such bad shape. He asked was
there any commemication from the currenY owner. Mr. Magner responded Code Enforcement has
tried unsuccessfully to contact them. The granddaughter was served a notice in regards to ttus
public hearing. Also, Mr. Magner had his intern try to contact the owner to no avail. The building
has been a nuisance due to the number of violafions and the excessive amount of services that Code
Enforcement has put forth.
Gerry Strathman recommends approvai citing no one is taking responsibility for this property.
The meeting was adjourned at 10:15.
The appellants for 966 Chazles Avenue arrived late and Gerry Strathman reconvened the meeting
at 10:17.

Sophal Mean, 966 Charles, translated for Phang Pho and Rin Chim, who are her parents and the
ocvners of this property.
In answer to questions by Gerry Strathman, Ms. Mean responded that her brother's caz was towed
away. Her parents did receive notice that the vehicle should be removed, and they understood that
if they did not move it, Yhe City would.
Gerry Strathman asked if she understands what her parents wanted done at this hearing. Ms. Mean
responded no.
Mr. Strathman stated the City sent a notice that this caz needed to be removed. If there is any
informafion they have for why they would not be responsible, he woixtd need to heaz that. Without
an explanation, the assessmenY will need to be approved. Mr. Strathman asked is there some
reason why the parents could not have towed the vehicle away. Ms. Mean responded they could
not remove the caz because it was inoperable.
Mr. Strathman stated the parents cauld have had the caz towed away, and it would have cost far
less. The City has expenses that need to be recovered.

Ms. Mean asked when the payment is due. Mr. Strathman responded it can be paid anytime. If the
parents do not pay it, it will be assessed against the property taYes. Doris Lesny stated it is too late
to go on the 2001 ta�ces. It wili be on the 2002 t�es with interest.
Steve Magner reported the inspector made a couple of attempts to contact the owner. The original
summary abatement went out on February 11, 2000, that the vehicie was not operable and pazked
on an unapproved surface. There was no contact wiYh the owner, but the uvspector granted an
extension. The inspector went to the property again on Mazch 8 and received no answer at the
door. The original summary abatement was posted on the door. No mail has been returned from
that address.
Gerry Strathman reduced the assessment from $387.90 to $242.90 plus the $45.00 administrative
fee for a total assessment of $287.90. He suspects there is a language battier here and the owners
may not have understood what they were suppose to do.
The meeting was adjourned again at 16:49 a.m.

Gerry Strathman asked if she understands what her parents wanted done at this hearing. Ms. Mean
responded no.
Mr. Strathman stated the City sent a notice that this caz needed to be removed. If there is any
informafion they have for why they would not be responsible, he woixtd need to heaz that. Without
an explanation, the assessmenY will need to be approved. Mr. Strathman asked is there some
reason why the parents could not have towed the vehicle away. Ms. Mean responded they could
not remove the caz because it was inoperable.

Steve Magner reported the inspector made a couple of attempts to contact the owner. The original
summary abatement went out on February 11, 2000, that the vehicie was not operable and pazked
on an unapproved surface. There was no contact wiYh the owner, but the uvspector granted an
extension. The inspector went to the property again on Mazch 8 and received no answer at the
door. The original summary abatement was posted on the door. No mail has been returned from
that address.
Gerry Strathman reduced the assessment from $387.90 to $242.90 plus the $45.00 administrative
fee for a total assessment of $287.90. He suspects there is a language battier here and the owners
may not have understood what they were suppose to do.

Gerry Strathman called the meeting to order at 10:05 am.
Resolution ordering the owner to remove or repair the property at 684 Cooic Avenue East.
If the owner fails to comply with the resolution, Code Enforcement is ordered to remove

Steve Magner reported this properry has been vacant since November 1998. The current owner
is East Side Neighborhood Development Company. Five summary abatements have been issued
to secure the building, clean yazd, cut grass, and remove ice from sidewalk. On July 5, 2000, an
inspection of the building was conducted, and a list of deficiencies which constitnte a nuisance
condition was developed and photographs were taken. The vacant building fees aze due. Real
estate taxes are paid. Taxation has placed a market value of $18,000 on the properry. A bond
has not been posted. The repair is estimated at $55,000; demolition, $8,000 to $9,000.
Kathryn Paulson, East Side Neighborhood Development Company, appeared and stated they
cannot teaz down the building unrit they have worked out the budget for the entire development;
therefore, they would like the City to tear it down and redevelop the property. She has a question
about the garage. Also, she would like the foundation removed. She realizes it is a problem for
the neighbors.
Mr. Magner stated if Ms. Paulson wants the gazage saved, it can be worked out with the
contractor. Removing the faundarion witl increase the cost of the demolition.
Gerry Strathman recommended approval.

1999. The cutrent owner is Jodie Witte, granddaughter of the deceased fee owner. Ten sauunary

garage, and shed. On May 18, 2000, an inspecrion of the building was conducted, and a list of
deficiencies wlvch constitute a nuisance condition was developed and photographs were taken.
Vacant building fees aze due. Tases aze unpaid in the amount of $3,866.06. Ta�carion has placed a
mazket value of $39,900 on the building. A bond has not been posted. The estimated cost to repair
is $40,000; demolifion, $8,000 to $9,000.
As these things go, Gerry Strathman stated, this buiiding is not in such bad shape. He asked was
there any commemication from the currenY owner. Mr. Magner responded Code Enforcement has
tried unsuccessfully to contact them. The granddaughter was served a notice in regards to ttus
public hearing. Also, Mr. Magner had his intern try to contact the owner to no avail. The building
