Casper Ms. Casper is a 78 year old woman who, on November 10, 1983, stumbled on a deteriorated ection of curbing on Randolp� and Syndicate. She fractured her eft ankle, which had to be p;�nned surgically. Because of her aqe and living arrangements, she went to a nursing home for 40 days o recuperation before returning to her home. She incurred medic 1 bills of $10, 265 . 41, of which $3, 546 . 39 were not compensated by ins rance or Medicare. Ms .
