WHEREA , Northerm States Power Company has made application
to the Min esota Pu}alic Utilities Commission for authority to
increase ga rates , PUC Docket Number G002/GR-85-108 ; and
WHEREA , The City Council passed a resolution May 23 , 1985
(Council Fi e Number �5-715 ) expressing its desire to petition to
intervene i the aforementioned proceedings; and
WHEREA , The City Attorney has prepared and timely filed a
Notice of ppearance and Petition of the City of Saint Paul to
intervene i said rate case;
WHEREA , Section 5. 02 of the Saint Paul City Charter and
Section 3. 4 of the Administrative Code authorized the City
Council up n request of the City Attorney to appoint special
counsel and provide campensation therefor in cases of special and
unusual cir umstances; and
WHEREA , It is in the best interest of the City to retain an
attorney wh is an expert specializing in utility rate matters to
pursue its fforts in intervention; now, therefore, be it
RESOLV D, That the City Attorney is hereby directed to
retain as s ecial counsel the law firm of Deretich and Timmons , P.A.
and to negotiate and enter into an appropriate contract setting
forth the r te of compensation to be paid, the specific goals to
be pursued ' n the intervention, and placing such other guidelines
so that th City can best control the cost of its efforts in
interventio ; and, be it ,
