1 WHEREAS, The Ciry CouncIl of the City of Saint Paul, pursuant to Chapter 62 of the Aclministrative Code

WHEREAS, The Department of Public Works has performed the approved street and alley maintenance work
and submitted its report together with the total cost of street and alley maintenance in the amount of
$15,800,102; and
WHEREAS, The Ciry Council determined that the City shall pay the sum of $7,481,902 of the street and alley
maintenance costs by using Municipal State Aid ($1,865,697), Trunk Highway Aid ($298,561) County Aid
($739,418), Miscellaneous Receipts ($425,000), General Fund ($4,057,020), Transfer In ($82,534), Fund
Balance ($13,672); and the remaining amount of $8,318,200 shall be assessed against benefited properties,
and further resolved that a Public Hearing was held in the City Council chambers on October 6, 1999, for the
purpose of adopting the service chazges against a11 benefited properties; and
WHEREAS, The Council of the Ciry of Saint Paul did hold a Public Heazing on October 6, 1999, for this
purpose, and, having heazd all interested parties, does hereby adopt the following service chazges in
accordance with Chapter 14 of the Ciry Charter and.said Chapter 62 of the Administrative Code, now,
therefore, be it

NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held on the 6th day of
October 1999 aE 5:30 P.M. in the Saint Paul City Council Chambers, City Hall and
Court House, Saint Paul, Minnesota. The purpose of the Public Hearing is to consider
the level of service of street maintenance performed in the City of Saint Paul in 1999
and to ratify the cost of such service to be chazged against benefited property in
accordance with Chapter 62 of the Administrative Code.
The particular service has been performed and the estimated costs as proposed by the
Deparhnent of Public Works are as follows:
CLASS I - DOWNTOWN STREETS
Description:
Class I service has been performed on all downtown streets within the following
boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north,
and Broadway on the east.
1999 Level of Services:
The downtown streets have been swept three times per week and flushed five times
per week. All routine maintenance, including patching and repairing of street
surfaces, has been performed on an as-needed basis.

CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descri�tion:
Ciass II service has been performed on all outlying commercial and arterial streets in
the City. These are the major arteries in the City and have both heavy volumes of
vehicular and pedestrian traffic and, in most cases, have business or commercial
properties fronting on them. Typical examples would be as follows: University
Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne
Avenue, Arcade Street, Summit Avenue, Grand Avenue, and others. All of these
Class II streets are accurately defined on a map available for viewing in the
Department of Public Works, 900 City Hall Annex.

1999 Level of Service:
The Class II streets have been swept or cleaned approximately 13 times per season.
All routine maintenance, including patching and repairing of sireet surfaces, has been
done on an as-needed basis.
Assessment
Under Class II service there are two assessment rates, one commercial and one
residential. The commercial property rate is 2.31 per assessable foot and the
residential property rate is 1.05 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descri�tion:
Class IIT service has been performed on all residential streets including oiled streets,
paved streets and intermediate type streets.
1999 Level of Service:
Residential streets, including oiled, paved and intezmediate streets, have received a
thorough cleaning in the spring which included sweeping and flushing. Patching
and repair work has been done on an as-needed basis. A new policywas placed in
effect in August 1997 regarding the remaining total of 142 miles of oiled streets. This
new policy calls for 44 miles of existing oiled streets to be sealcoated each year in
1997,1998, and 1999. Street Maintenance will then sealcoat these oiled streets on a
five year cycle until the oiled street is scheduled to be paved as_parE of the Residential
�Street Paving Program. The street will 4hen be added to our ten year cycle sealcoat
list. Approximately 39 miles of existing paved streets received a chip sealcoat. In the
fall leaves will be picked up from these streets.
Assessment:
Under Class III service there are two assessment rates. The wmmercial property rate
is 1.67 per assessable foot and the residential property rate is .05 per assessable
foot.
CLASS IV - ALL OILED AND PAVED ALLEYS
Descri�h'on:
Class IV service has been performed on ali oiled, paved and intermediate type alleys
within the Ciry.

All oiled, paved and intermediate alleys have been swept during the season. All
routine maintenance, including patching and repair of the alley surface, has been
performed on an as-needed basis. A new policy was placed in effect August 1997
regazding the remauung total of 910 oiled alleys. Tlvs new policy calls for 300
existing oiled alleys to be sealcoated each yeaz in 1997,1998, and 1999. Street
Maintenance will then sealcoat all oiled alleys in a 5 yeaz cycle.
Assessment:
Under Class IV service, there are two assessment rates. The commercial property rate
is .82 per assessable foot and the residential property rate is .54 per assessable foot.
CLASS V AND VI - UNIMPROVED STREET AND ALLEYS
Descr�tion:
Class V and Class VI service has been performed on uniinproved streets and alleys.
By unimproved, we mean those streets and alleys that have not been developed for
one reason or another. They are platted City rights-of-way; however, the aburiing
residents have never petitioned for their improvement nor have there been any
assessments levied. Because they are City rights-of-way, the City has the
responsibility to perform minunal repairs and maintenance work on them to reduce
any hazards or potential hazards.
1999 Level of Services:
- The maintenance and repair of these streets and alleys has consisted of patching,
minor blading, placing of crushed rock and other stabilized material in order to make
them passabie and reduce hazards.
Assessment:
Under Class V and Class VI service there are two assessment rates for each dass. The
commercial property rate is .63 per assessable foot and the residential property rate
is .42 per assessable foot on unimproved streets. The commercial property rate is
.32 er assessable foot and the residential property rate is .22 per assessable foot on
uniinproved alleys.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held on the 6th day of
October 1999 aE 5:30 P.M. in the Saint Paul City Council Chambers, City Hall and
Court House, Saint Paul, Minnesota. The purpose of the Public Hearing is to consider
the level of service of street maintenance performed in the City of Saint Paul in 1999
and to ratify the cost of such service to be chazged against benefited property in
accordance with Chapter 62 of the Administrative Code.
The particular service has been performed and the estimated costs as proposed by the
Deparhnent of Public Works are as follows:
CLASS I - DOWNTOWN STREETS
Description:
Class I service has been performed on all downtown streets within the following
boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north,
and Broadway on the east.
1999 Level of Services:
The downtown streets have been swept three times per week and flushed five times
per week. All routine maintenance, including patching and repairing of street
surfaces, has been performed on an as-needed basis.

CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descri�tion:
Ciass II service has been performed on all outlying commercial and arterial streets in
the City. These are the major arteries in the City and have both heavy volumes of
vehicular and pedestrian traffic and, in most cases, have business or commercial
properties fronting on them. Typical examples would be as follows: University
Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne
Avenue, Arcade Street, Summit Avenue, Grand Avenue, and others. All of these
Class II streets are accurately defined on a map available for viewing in the
Department of Public Works, 900 City Hall Annex.

1999 Level of Service:
The Class II streets have been swept or cleaned approximately 13 times per season.
All routine maintenance, including patching and repairing of sireet surfaces, has been
done on an as-needed basis.
Assessment
Under Class II service there are two assessment rates, one commercial and one
residential. The commercial property rate is 2.31 per assessable foot and the
residential property rate is 1.05 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descri�tion:
Class IIT service has been performed on all residential streets including oiled streets,
paved streets and intermediate type streets.
1999 Level of Service:
Residential streets, including oiled, paved and intezmediate streets, have received a
thorough cleaning in the spring which included sweeping and flushing. Patching
and repair work has been done on an as-needed basis. A new policywas placed in
effect in August 1997 regarding the remaining total of 142 miles of oiled streets. This
new policy calls for 44 miles of existing oiled streets to be sealcoated each year in
1997,1998, and 1999. Street Maintenance will then sealcoat these oiled streets on a
five year cycle until the oiled street is scheduled to be paved as_parE of the Residential
�Street Paving Program. The street will 4hen be added to our ten year cycle sealcoat
list. Approximately 39 miles of existing paved streets received a chip sealcoat. In the
fall leaves will be picked up from these streets.
Assessment:
Under Class III service there are two assessment rates. The wmmercial property rate
is 1.67 per assessable foot and the residential property rate is .05 per assessable
foot.
CLASS IV - ALL OILED AND PAVED ALLEYS

Class IV service has been performed on ali oiled, paved and intermediate type alleys
within the Ciry.

All oiled, paved and intermediate alleys have been swept during the season. All
routine maintenance, including patching and repair of the alley surface, has been
performed on an as-needed basis. A new policy was placed in effect August 1997
regazding the remauung total of 910 oiled alleys. Tlvs new policy calls for 300
existing oiled alleys to be sealcoated each yeaz in 1997,1998, and 1999. Street
Maintenance will then sealcoat all oiled alleys in a 5 yeaz cycle.

is .82 per assessable foot and the residential property rate is .54 per assessable foot.
CLASS V AND VI - UNIMPROVED STREET AND ALLEYS
Descr�tion:
Class V and Class VI service has been performed on uniinproved streets and alleys.
By unimproved, we mean those streets and alleys that have not been developed for
one reason or another. They are platted City rights-of-way; however, the aburiing
residents have never petitioned for their improvement nor have there been any
assessments levied. Because they are City rights-of-way, the City has the
responsibility to perform minunal repairs and maintenance work on them to reduce
any hazards or potential hazards.
1999 Level of Services:
- The maintenance and repair of these streets and alleys has consisted of patching,
minor blading, placing of crushed rock and other stabilized material in order to make
them passabie and reduce hazards.
Assessment:
Under Class V and Class VI service there are two assessment rates for each dass. The
commercial property rate is .63 per assessable foot and the residential property rate
is .42 per assessable foot on unimproved streets. The commercial property rate is
.32 er assessable foot and the residential property rate is .22 per assessable foot on
uniinproved alleys.

$15,800,102; and
WHEREAS, The Ciry Council determined that the City shall pay the sum of $7,481,902 of the street and alley
maintenance costs by using Municipal State Aid ($1,865,697), Trunk Highway Aid ($298,561) County Aid
($739,418), Miscellaneous Receipts ($425,000), General Fund ($4,057,020), Transfer In ($82,534), Fund
Balance ($13,672); and the remaining amount of $8,318,200 shall be assessed against benefited properties,
and further resolved that a Public Hearing was held in the City Council chambers on October 6, 1999, for the
purpose of adopting the service chazges against a11 benefited properties; and
WHEREAS, The Council of the Ciry of Saint Paul did hold a Public Heazing on October 6, 1999, for this

1 WHEREAS, The City Council of the Ciry of Saint Paul, pursuant to Chapter 62 of the Adtninistrative Code
2 did hold a public hearing on November 12, 1998, in the City Council Chambers for the purpose of
3 establishing the level of street and alley maintenance to be performed in the City of Saint Paul and the amount
4 of service chazges to be levied against benefited property; and
5 WHEREAS, The Department of Public Works did perform the 1999 street and alley maintenance services in a
6 manner as set forth and approved by the City Council and described in the report of the Department of Public
7 Works;and

9 WHEREAS, Pursuant to Chapter 62 of the Adnunistrative Code, the Department of Public Warks has
1 � submitted to the Department of Finance and Management Services a report showing the total cost of street
maintenance to be $15,800,102, a copy of such report has heretofore been delivered to the City Council; now,
1 � therefore, be it
