WHEREAS, the Metropolitan Surface Water Management Act of 1982
provides for review of watershed management plans by all cities having
territory within the watershed, and states that any city which expects
that substantial amendment of its local comprehensive plan will be
necessary in order to bring local water management into conformance with
the watershed plan shatl describe as specificaily as possibie, within its
comments, the amendments to the tocal plan which it expects will be
necessary; and
WHEREAS, the City's Planning Commission ordinance provides that the
Planning Commission shall serve as an advisory body to the Mayor and City
Council on municipal planning matters; and
WHEREAS, the Saint Paul Planning Commission has reviewed the proposed
Ramsey-Washington Metro Watershed District Stormwater Runoff and
Water�uality Management Plan for compliance with the Saint Paul
Comprehensive Plan and for issues of municipal planning concern; and
WHEREAS, the Planning Commission has found the proposed watershed
management plan to be consistent with the Land Use and Sewer elements
of the Comprehensive Plan;

NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council supports
the adoption vf the proposed Ramsey-Washington Metro Watershed District
Stormwater Runoff and Water Duality Management Plan and recommends
forwarding the following comments to the Ramsey-Washington Metro
Watershed District:
1.) the Saint Paul Comprehensive Plan does not have to be amended in order
to bring local water management into conformance with the proposed
wratershed district plan;
2.) the Watershed District should cooperate with the City in completing the
hydrologic analysis necessary to identify areas which wili require
specialrestrictions;
3.) before finally adopting special requirements for stormwater
management plans in critical areas, the Watershed District should make
sure that the implementation of new regulations is feasible and that
both small and large deveiopers can readily obtain the engineering
expertise needed to deveiop stormwater management plans;
4.) the Watershed District should provide adequate training for City
inspectors and plan reviewers in enforcing stormwater runoff and water
quatity management requirements;

INTRODUCTIO��
The ;�etropolitan Surface Water f���anagement Act of 1°t32 (Chapter 509, �•linnesota
Statutes Section 473.875 to 473.883) mandates the creation of 4�at�rshed
management organizations �('�l"�1�s) and the preparation and implementation of a
�Natershed �anagement plan for each watersf�ed district. Local units of
government a;i th terri tory wi thi n a �rratersf�e� di stri ct are requi red to ir�pl ernent
the watershed manage^�ent plan by adopting a local �•�ater r�anagement plan, a
capital improvement prograri, and official controls as necessary io bring local
�ti�ater management i nto conformance v�i th the H�atershed pl an.
The P,arns2y-t�!asnington i���etro l•Jatershed District includes all or part of li
municipalities in eastern Ramsey County and a section of western t��ashin3ton
County. In Saint Paui it includes all of Planning Distr.icts 1 and 2, and the
eastern portion of District 4 and 5.
The P.a�7sey-1-!ashington '�Jatersned Uistrict is the first of five v:atershed
districts Saint Paul is involved �rith to complete a draft �ratershed management
plan. Tf�e plan calls for more string�nt requirements ror stormv:ater detention
and for erosion and sediment control in certain critical areas. Our site plan
reviea� �rocess and more stringent requirements in our zoning code are principal
means of implementing the v�atershed management plan. The Saint Paul Sewer
Uivision �•�ill have the primary responsibility for developing ne�,: city
reguirements in a city water management plan and the zoning code to implement
tl�e ►-�atershed district plan. Ti�e Se�ver Division, along with the Division of
Housing and auilding Code Enforcement, will also have the responsibilit,y of
enforcing the new requirements through our building and site plan review
processes. The Ramsey-;�lashington f�letro Watershed District has transr�itted its
draft Storm�vater Runoff and t�later Quality f�ianagement Plan to the City of Saint
Paul for our revie��r and cor��ent.

AUTHORITY FOR REVIEI:

6ACKGROUIJD
A key policy of the watershed management plan is to require that peak runoff
rates be kept below the capacity of do�•�nstrea�n conveyance facilities by use of
a regional storm��vater detention management approacl�. This policy has move of
an impact on developing areas outside of Saint Paul tlian on the fully developed
areas in Saint Paul . Considerable land will have to be set aside for
stormwater detention basins in newly developing areas. This policy protects
Saint Paul drainage facilities, since all major subtaatershed units drain to
Saint Paul directly or indirectly. Too often in the past, develop�ent fias been
dori2 indiscriminately �•�itfi no provision for adequate outlet capacity. The
result I�as been proble��s, sucl� as witf� �attle Creek, that have required
expensive fixes later.
Another basic policy of the plan is tnat stormvrater conveyors s��ould not
discharge into streams or lakes vrithout at least primary sedimentation in
natural or man-macie i�asins. This is especiall� important to i�prove trater
quality in Lake Phalen and f3eaver Lake. Sub�•;atersheds tnat drain into Lake
Phalen and Eeaver Lake �vill have special restrictions. .
The plan calls for the preparation and approval of erosion and sediment control
plans as part of the permitting process for all construction pro,;ects that :
disturb 1 acre or more of vegetated cover. It calls for erosion and sediment
control plans for all construction projects (regardless of size) that affect
critical erosion areas.
The Saint Paul Zoning Code already contains requireinents for stor�water
�nanagement that are enforced by the Sewer Division through our site plan reviev:
process. In most areas of Saint Paul ttiere vrill be no change from existing
requirements. In critical areas, hovrever, the H�atershed management plan calls
for on-site detention basins with settling basin features to ii�prove the water
quality.

The Land Use Plan (adopted 1�30) states that the City v,�ill prepare plans for
subarea drainage districts in order to identify existing drainage patterns,
regulate excavation and fill activity, and determine additional public and
private actions necessary to achieve adequate and appropriate local drainage.
The Comprehensive Sewer Plan (adopted 19�0) states tf�at the City will develop
a stormwater ponding scheme for the entire city and implenent a stormwater
runoff and erosion management ordinance for all new development and
redevelopment. The Ramsey-�1asf�ington f�ietro Watershed District Stormwater

Tfie Saint Pau� Sevrer Division will have the primary responsibility for
developing and enforcing new city requirements to implement the watershed
district plan. The City Sewer Engineer, Roy Bredahl , has reviewed the
watershed district plan and recommends that the City of Saint Paul support the
adoption of tfie proposed �,�atershed management plan. He also made the follovring
recorranendations regarding City and Watershed District impler�entation of the
plan (see April 9, 19�5 memo to Peggy Reichert) :
l. The City an� 1�latershed District should cooperate in cor�pleting th�
I�ydrologic analysis necessary to identify areas which v;ill require special
restrictions.
2. Ttie City snould identify areas rritn special restrictions o� zonin� maps.
3. The City sf�ould continue to use storm�rater detention areas ;•:here available
to reduce tlie need for increased trunk se��:er capac.ity, and support such a
policy in t'ie watershed management plan.
4. Qefore finally adopting special requirem2nts for stormwater management
plans in critical areas, tl�e ;�atershed Jistrict should ma1:e sure
developers can readily obtain tlie engineering expertise for such plans.
5. The �Jatershed District should provide adequate training for City
inspectors and plan revie�.�ers in enf orcing stormwater runoff and water
quality managenent requirements. The City should address the issue of
increased inspection and revieirr costs.
6. Tl�e City should state the concern that retrofitting existing syste�s with
settling basins, while effective, may be difficult to accomplish in
practice.

of public and private settling basins, and develop a policy for
maintaining multi-community facilities.

service where required and how thiese costs �vould be assessed. Concern for
these special costs should be reported to the Watershed District.
9. The City should support an education program to encourage residents to
help to prevent pollution by reducing the use of lawn fertilizer and
policing the droppings of their pets.
10. The City should support studies to determine what capital improvements are
needed and 'now they �-�ill be financed.
11. The City should prepare its local water resources management plan, which
will establish City permitting procedures to implement the district plan,
by August 1, 198G.
