WHEREAS, the most effective form of government is gc.�vernmenfi with the
informed consent of the governed; and
WNEREAS, "informed consent" far the people depends on the opportunities
for citizens to participate in shaping decisions on public policy; and
WHEREAS, the input af citizens on pubiic policy is only as effective as
the knowledge and abili�ies citizens have to inteliigentiy shape policy; and
WHEREAS, opportunities for acquiring such tools are n�t readily avail-
able to disenfranchized residents within the City of St. Paul ; and
WHEREAS, providing opportunities for increased citizen participation,
with an empf�asis on leadership development, is a concern addressed by Ramsey
Action Pragrams through its Civic Leadership Development Initiative; and
WHEREAS, the City of St. Paul believes in the value of its human
resources and in opportunities created to involve its disenfranchized
citizens in deci5ion-making efforts that inevitably affect them; NOW, THERE-
FORE, BE IT
RES�LVED, that the City af St. Paui supports the Civic Leadership
Developmen� Initiative sponsored by Ramsey Action Programs, as an opportunity
for --peaple to analyze, understand and devetop skills needed
to shape public policy.
