PRELIMINARY PLAT APPROVAL FOR
KENT AND LAUREL ADDITION
WHEREAS, City Place Partnership has submitted the attached proposed
preliminary plat for City Council approval ; and
WHEREAS, the appropriate City departments have reviewed the proposed
pre1iminary plat; and
WHEREAS, the proposed preliminary plat has been determined to meet the
requirements of Section 67 of the Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves
this preliminary plat for Kent and Laurel Addition.

HOW TO USE THE GREEN SHEET
The GREEN SHEET has several PURPOSES:
1. to assist in routing documents and in securing required signatures
2. to brief the reviewers of documents on the impacts of approval
3. to help ensure that necessary supporting materials are prepared, and, if
required, attached.
Providing complete information under the listed headings enables reviewers to make
decisions on the documents and eliminates follow-up contacts that may delay execution.
The COST/BENEFIT, BUDGETARY AND PERSONNEL IMPACTS heading provides space to explain
the cost/benefit aspects of the decision. Costs and benefits related both to City
budget (General Fund and/or Special Funds) and to broader financial impacts (cost
to users, homeowners or other groups affected by the action) . The personnel impact
is. a description of change or shift of Full-Time Equivalent (FTE) positions.
If a CONTRACT amount is less than $10,000, the Mayor's signature is not required,
if the depa�tment director signs. A contract must always be first signed by the
outside agency before routing through City offices.

5. STAFF INVESTIGATION & REPORT: DATE: 7/1/85 BY: Charles L. McGuire
A. PURPOSE: Consideration of replatting the above described lots to allow for the
development of 6 individually owned duplexes and common space for required off-
street parking.
B. SITE & AREA CONDITIONS: The site is flat and slightly above street grade. The
site has frontages of 161 .1 ' along Laurel Avenue and 172.54' along Kent Street.
Property to the east is developed with an older 2-story frame dwelling containing
6 units. The housing in the area is mixed density.
C. REQUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are complied
with, excepting required rear yard setbacks, distances between structures
and the setback for off-street parking spaces from the interior side lot
line. Variances for all these elements were granted by the Board of Zoning
Appeals on June 26, 1985.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses.
3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision.
4. The subdivision is in conformance with the comprehensive plan.
5. The subdivision preserves and incorporates the site' s important existing
natural features, whenever possible.
6. All land intended for building sites can be used safely without endangering
the residents by peril from floods, erosion, continuously high water table,
severe soil conditions or other menance.
7. The subdivision can be economically served with public facilities and
services.
D. ADDITIONAL FINDINGS: The development proposed for this site has been submitted
or site p an review and Heritage Preservation Commission review to assure that
all other City requirements are met and that neighboring properties are
protected. Approvals on both reviews are anticipated.
E. STAFF RECOMMENDATION: Based on the findings in Sections C and D above, staff
recommen s approva of the preliminary plat for Kent and Laurel Addition.

The St. Paul City Council wi.11 conduct a public hearing to consider the
request of City Place Partnership for the approval of the preliminary
plat of Kent and Laurel Addition, described as Lots 12, I3, and 14, Block 5,
Woodland Park Addition. The property is located at 545-559 Laurel and
144-150 Kent (northeast corner of Kent and Laurel). The hearing will
