An administrative ordinance pertaining to the advisory Planning
Commission and Parking Commission ot the City of Saint Paul ;
amending the Saint Paul Administrative Code, Chapters 107 and
108.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That Chapter 108 of the St. Paul Administrative Code, estab-
lishing and defining the powers and duties of the Saint Paul
Parking Commission, is repealed.
Section 2.
That Section 107. 02 of the St. Paul Administrative Code , as
amended, is further amended to read as follows :
C107, 02. ] [POWERS AND DUTIES. ] The commission shall serve
as an advisory body to the mayor and city council on municipal
planning matters as required by the Municipal Planning and Develop-
ment Act , M�nnesota Statutes 462. 351 , and the Metropolitan Land
Planning Act, Minnesota Statutes 473. 858. It shall review and
comment upon comprehensive plan recommendations , studies and
amendments submitted by the office of the mayor through the
division of planning and shall recommend to the mayor initiation
of such planning studies as it deems necessary for the proper
preparation of a comprehensive plan or any portion thereof. All
such studies transmitted to the council through the mayor ' s
office shall contain the recommendations of both the division of
planning and the planning commission, The commission shall be
kept informed by the division of planning of the planning activities
of all city departments and agencies , including the long range
capital improvement budget committee as well as those of adjacent

units of government and all other affected public and private
agencies and corporations. Before the comprehensive plan, any
amendment thereto or any proposal for effecting said plan shall
be certified by the commission, it shall hold at least one public
hearing thereon. Notice of the time, place and purpose of the
hearing shall be published once in the official newspaper of the
city at least ten days before the day of the hearing. An outline
of the proposal shall be transmitted to the mayor and city council
at the time the request is made for a notice of the public hearing,
At such time as hearings are concluded, and within 30 days
thereafter, the commission shall certify to the mayor and city
council its recommendations on the comprehensive plan, any amendment
thereto, or any proposal for e��eE��a���g effecting said plan.
Until adopted by the city council , the plan, any amendment thereto
or any proposal for effecting said plan shall constitute only the
recommendation of the planning commission.
The commission shall also prepare and recommend to the mayor
such plans , programs and reports as it deems necessary to establish
an integrated program for the development , improvement , maintenance
and management of parking facilities within the city. Such
plans , programs and reports may inlcude the following considerations :
potential acquisition of land, procedures for the financing and
construction of public parking facilities , and regulations for
the design and management of public parking facilities.
To discharge its duties and responsibilities, the commission
shall have the power to elect its own officers and make its own
rules for the conduct of its business. Such rules may provide
for the delegation of commission duties , responsibilities and
powers to the head of the division of planning of the department
of planning and economic development or such employees under his
direction as he may designate, in accordance with and subject to
law. Such rules and amendments thereto are not effective until
filed with the city clerk. The commission shall use the services
of the staff of the division of planning as required for the
conduct of commission business.
On or before March 15 of each year , the planning commission
shall submit an annual report to the mayor, city council and city
clerk. The report shall include, but not be limited to , a summary
of commission activities and accomplishments in the preceding
year and a brief outline of proposed accomplishments for the
current year. The city clerk shall keep all planning commission
annual reports on file and available for public inspection.

Section 3.

RE: Dissolution of the Saint Paul Parking Commission
Dear Council President Tedesco and Members of the City Council :
Attached for your consideration is a proposal to realign responsibilities
for dealing with parking issues in Saint Paul . I believe that this
proposal will help coordinate parking considerations with the development
process in the city by placing the responsibility for parking issue review
with the Planning Commission. The Planning Corr�nission is currently over-
seeing parking studies downtown and in the neighborhoods and should
naturally assume general parking responsibilities. After meeting with
staff and Parking Commission members I am convinced that parking issues
can be best addressed without an ongoing Parking Commission.
The attached proposal and ordinance will sufficiently explain the details
of the rationale and the proposal . Planning staff will be contacting you
this week to further brief you on the issues.
I urge your support for these changes and ask that you adopt the amendment
to the Administrative Code.

The Saint Paul �arking Commission, in its discussions over the last four
months has concluded, and therefore recommended, that the Corranission be
dissolved. Such recomrnendation is not made lightly. The followin� is the
analysis and reco;nmendation, including provisions to ensure that parking
concerns be addressed in the f uture.
I. RECEPJT HISTORY �
�,
In the past #'our ye�rs there have been several chanqes which affected
the way in arhich parking issues are revieN�ed in the City. Perhaps the
most profound change has been the reinstitution of downtown as a retail
and office force in the region and emergence of a residential community
downto�•rn. In the course of thi s gro��th the guidance for desi gn,
location and supply of parkirg r�as come, of necessity, from those groups
and indi�liduals closely associated u��ith develop�nent dotivnto��m: the
developers, city staff, ��tay�r, City Council and the Planning Co�umission.
The second change was preci�itated by the first: the Planning
Commissior� began to investigate parking and circulation issues in detail
in 1981. Although no policy action �ras taken in the study done from
198i to 1933, tne Planning Commission beca�-n� quite kno�rlledgeable about
the major parking issues dov�nto4rn and 'nas begun to incorporate such
knowledge in their evaluation of �rojects.
The third change is the recent move to coordinate broad policy
reco�.�endations downto��;n through the �otrntoa�n Coalition. The Coalition
is no�,� in an iueal situation to consider par�ing issues related to
5roader develop��ent strategies, and part of the propos°d DoGVnto�,in
Strategy ir,cludes parking and circulation considerations.
�The fourth change is the emergence of a multitude of neighboriiood
parking issues. Nlt;�ough par�cirg along com�►ercial strips and near
shopping areas and schools have long been problems, such problems are
more numerous and more in the forefront of neighborhood concerns than
before. Currently, either the city staff is working U�ith businesses
directly to solve some of the snaller problems, or tl�e problems are
related to broader issues ti'J}11CI1 are ueing handled by �he Planning
Commission. In any event, because the Parking Corrffr►ission is not set up
to deal wi-th broa�er development iss:aes, it is not dealing ���ith these
current parkirg inatters at all . `

The °arking Commission �,�as established on July 19, 1977 in large part to
deal with parking issues related to expected grot��th downto!�un and to the
impending construction of additional parking f acil.ities. Tne code
emphasized the need to rely on private suppliers for more parking and to
advise the f�layor and City Council an municipal decisions regarding the
provision and management of public parking. In addition, the Comnission
was to advise ori the relation oT parking developments to air quality,
energy conservation, transit use, and traffic sa�Fety.
Early in the Commission' s life it was instrumental in advising the P=layor
and City Council on the construction and rnanagement of the 7A Ramp
(Science i�luseum) . In addition, there were issues of on-street
management and the Super S'r,uttle service which the Commission t�andled.
However, in tne last two years the Parking Co, � ission has dealt -
primarily with more mundane administrative �atters. The more
substantive develop�nent issues have been addressed by the Planning
Commission and/or the District Councils; issues such as Highland Village
parking, �rlorld Trade Center and Galtier Plaza developments.
The basic reason for the Parking Co�mission' s lack of involvement is
that, by being a single purpose entity it is not well equipped to deal
t•rith broader issues tangential to parking. In addition, the Parking
Commission members feel that to institute the Corimission' s review of
development proposals would furti�er complicate an already complex
development process in Saint Paul . Such parking issues might better be
left to the organizations Y1�hich deal with all aspects of development:
Planning Commission, District Councils and city staff.

The City of Saint P aul must do a better job of guiding the development
and management of parkinq f acilities in the broad context of economic
developr�ent, urban design and fiscal policies of the City.
IV. PARKIP�G POLICY
This need can best be addressed by ensuring those groups and individuals
„ closest to the development process begin to consider parking needs and
constraints at a very early stag�. Guidelines should be created so that
the development process can move at�ead ���ith soine certainty as to the
proper location, size, design and financing of parking f acilities and
administrative matters should be handled by knoti�rledgeable staff.
Policy 1. Ensure that project - r�lated parkinq issues are revieU�ed by those
individuals and qroups close to the develop�nent process.
a. City staff snall ;�a!�e par'ting reco�xnendations on supply,
location, design and ownership of all publicly-assisted '
projects, as ��rell as consider air quality, energy conservation, `
transit use and traffic safety issues.

At its May 9 meeting the Parking Commission made the enclosed list of issues
and concerns for continued evaluation and development of parking policy in
Saint Paul .
I. POLICY RECOMMENDATIONS - DOWNTOWN
The primary recommendation of the Commission is to develop a strate
plan for downtown. The principal element to such a strategy s ou d e a
much more aggressive approach for the City in the ownership and
management of parking downtown. The plan should also include a marketing
program of downtown parking as an existing significant asset. Both
public and private parking should be marketed. In addition, the City
should develop and implement a uniform parking ramp signage program as
part of this downtown strategy plan.
The City should also continue to create parking opportunities for
shoppers and employees. We recommend that employees should be
accomodated with continuation of the Super Shuttle to fringe area parking
facilities. And shoppers should be accomodated with increased marketing
and rate incentives for the Shopper Parking proyram.
In addition to a strategy plan, the Commission also recommends that
uniform identification be developed for parking facility attendants.
II. POLICY RECOMMENDATIONS - NEIGHBORHOODS
We recommend a broad strategy plan be done for dealing with neighborhood
issues as well . Such a plan should look at supply/demand issues
singular to the individual issue areas. In addition, management of
existing parking, on-street as well as off-street, needs to be reviewed
closely as part of the solution to local parking issues. And both the
school/residential conflicts and commercial strip/residential conflicts
should be looked at.

III . ADMINISTRATIVE RECOMMENDATIONS
The primary recommendation is that City staff, in cooperation with
developers and neighborhood groups, conduct some sort of parking analysis
for major development. Further, when developments are first conceived
that you and development staff of the City consider parking consequences
of such developments.
As a general comment the staff should pay close attention to parking
regulatory issues as well as operational policies of the City on
municipally-owned facilities.
The Commission is also concerned about having clear internal
accountability and a forum for District Councils and citizens to lodge
complaints and seek solutions.
Finally, the Commission recommends that rationale for the parking -
licensing fee be refined and disseminated to parking facility owners and
managers.
In closing I would like to thank you for your honesty in dealing with me and
members of the Commission over the issue of the Commission' s future. I am most
satisfied with the past work of the Commission, and I am confident that City
staff and the Planning Commission have the abilities and inclination to ensure
the provision and proper management of parking throughout the City of Saint
Paul .
