WHEREAS. Section 12.12.1 of the Saint Paul City Charter provides that the
Council shall establish a qualifications and examining committee to examine
eligible persons for the position of Personnel Director; and
WHEREAS, There is now a vacancy in the position of Personnel Director of
the City of Saint Paul; and
WHEREAS, It is therefore necessary to establish a qualifications and examining
committee to examine eligibles for this position; and
WHEREAS, Vacancies for this committee have been announced by the City of Saint
Paul to the Mayor, the City Council and the general public pursuant to the provisions
of Chapter A-14, paragraph II A of the Saint Paul Administrative Code; and
WHEREAS, The name and brief resume of the appointee set forth below has been
announced at least seven days prior to the date of this ordinance pursuant to the
provisions of Chapter A-14, II C of the Administrative Code; now therefore,
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
That the following person be added to the committee named by Council File 85-452
and that said appointment is hereby approved by this Council:

Dear Council Members:
It has recently been brought to my attention that the Civil
Service Commission does not have representation on the
Examining Committee, which has been established to search
for a new Personnel Director.
In the past, the Commission had as one of its responsibiliti�s
the appointing of a new Personnel Director. Under the Charter •
changes enacted earlier this year, the Civil Service Commission's. •
primary responsibility has changed from a rule-making body to
that of an appellate review board. Because of the past re-
lationship, however, the input of the Civil Service Commission
could be valuable during the selection process.
I wish to address this concern by asking that the City Council
add the Chairperson of the Civil Service Commission, Margaret
Sadler, to the Examining Committee.
Margaret Sadler has fifteen years experience in personnel
and organizational development. She is a member of the American
Society of Personnel Administrators and the American Society
of Training and Development. In addition, she was formerly
the Vice President/Director of Administration TTT Industrial
Credit Company. Based on her work experience as well as her
years of inembership on the Civil Service Commission, I urge
the Council to adopt the attached resolution appointing
Margaret Sadler as a member of the Examining Committee.
