BE IT RESOLVED, that the Council of the City of Saint Paul hereby agrees
and approves the acquisition of said propertie s by the Housing and

Dear Mr. Donovan:
The Housing and Redevelopment Authority (HRA) is in receipt of your letters dated I
February 18, 1982, February 23, 1982 and March 8, 1982. Al1 three of these letters
requested development determinations be made by HRA on certain tax forfeit proper- i
ties, which are to be scheduled for public auction the end of April and May.
Staff has completed their review of all tax forfeit parcels noted and requests that !
the following properties be withheld from public sale. The properties being re-
quested are from your letters dated February 23 and March 8, 1982. HRA will proceed
with the preparation of applications for title transfer and upon completion forward
them to your office for processing.

These properties will either be combined with adjacent HRA owned land or developed ,
individually with housing units for low and moderate income families. As indicated
on the attached maps, several of the sites are located in areas that have had and/or ,
still have constant HRA redevelopment activities.
This request is being made based on the extensive amount of funding expended in the I
Summit-University and Thomas-Dale Areas, and the City's continued commitment for more
housing opportunitieS. '

The procedur� has been negotiated by City staff and the Ramsey
County Land Commissioner . It represents an attempt to clarify • �
responsibilities and reimbursement for tax forfeited parcels
acquired by HFtA for redevelopment . An evaluation is prov.ided

I recommend your approval of the resolution . The Procedure ,
as attached, was approved by the Ram•sey County Board of

a�plication within 90 days of. notification to the County Board by the
City Valuations and F.ngineering Division (Valuations) appcoved by the
City Council on behalF oF the Elousing and Redevelopment Authority to '�
witt�hold a tax forfeit parcel from sale f�r redevelopment purposes, I
the County P�oard shall withhold said �rcel from sale in accordance
with Minnesota Statutes Section 282 .01 , Subdivision 1 .
Z'hrouyh a State conveyance �o HRA for redevelopment purposes, I
the County and City agree upon the following procedure designed to
obtain voJ,untary payment of �ome consideration foc benefit oE the i
taxing districts upon prior unpaid taxes and assessments and to effect
enhancement o� the pareel valuaL-ion through its redevelopment upon
future tax revenues:
I . The County Board shall fix a value for the parcel
upon the market value recommendation of the Land
Commissioner . Before making his recommendation the Land
,� Commissioner shall consult �aith Valuations respecting
proposed redevelopment and valuation .
TI . The County and HRA shall conclude a Certificate
of Sale o� Forfeited Lands i,ncorporating these terms: '�

a) Price: Appraised valuation (or such greater or
lesser amount as is fixed by the HRA Contract for
. sale for private redevelopment and received on such '
sale) les� actual reasonable costs incurred by HR11
in the maintenance, site preparation, title �',

b) p.��; The County shall recommend to the
Commissioner of Revenue in favor of his conveyance '
of the Parcel to HRA in accordance with �
Section 282 .01 . Upon payment of the price, the
County shall make application for the State deed to
the HR11.
c) �Lminati�n: In the event the parcel is not
sold £or redevelopment within three years from the
da�e oE the CertiFicate of Sale, HRA may pay the !
appraised valuation and receive a State deed, or '
suL•Fer the termination of said certificate without
� further act or requirement on the part of the
Caunty . In event of termination oF the Certificate
oE Sale, E�IFtA sh�ll deliver a quit cl�aim deed to the I

parcel maintenance during the three year period
covering the Certificate of Sale.
This Procedure shall. be evaluated by the parties ane year from
its approval as to the reasonableness of costs deducted by HRA from
�the price paid under paragraph a) above . This procedure may be
terminaked by mutual agreement or by either party upon 90 days written
notice ko the other . Procedure terma.nation shall not affect any
outstanding Certificate of Sale .
