STAFF PRESENT: Christine Rozek, License, Inspecrions, Environmental Protection (LIEP)
The meeting was called to order at 4:01 p.m.
(No one appeazed representing Bourbon Baz.)
Gerry Strathman explained this is a hearing to hear objections to the issuance of the following
licenses to the Bourbon Bar, 691 Dale Street North: Liquor On Sale (C), Liquor On Sale-
Sunday, Restaurant (C), and Cigarette/Tobacco Licenses. Mr. Strathman received a call from a
Bourbon Baz representative today who said everything had been worked out.
Michaei Samuelson, District 7 Planning Council, appeared and stated neighbors were invited to
attend a meeting at the planning council on September 13. Several issues were discussed in
regards to possible conditions for safety, security, and improvements on the property. The owner
agreed to accept the planning council's conditions. Whether or not the owner felt it was worked
out with District 7 and did not need to go fiuther, is something that Mr. Strathman will need to
talk to the owner about.
Mr. Strathman asked what conditions does District 7 require in arder to meet their objections.
Mr. Samuelson responded increased security measures via outside monitoring of the bar or
additional cameras, moving the door or adding a door to the north side of the bar that would
allow egress in and out of the parking lot, restricting patron pazking, preventing patrons from
using the alley for access to and from the parking lot, and physical improvements need to be
made to the parking lot. There are large pot holes and piants growing out of it. The owner
claims he does not have money to make any improvements. The planning council has been in
communications with the Greater Frogtown Community Development Company, which will be
eliglble for matching grants. The planning council would like to give the Bourbon Baz a few
yeazs to accomplish these conditions, but Mr. Samuelson thinks some things need to be done
right away.
It was his understanding, stated Mr. Samuelson, that City regulations do not allow an alley to be
used as a driveway; therefore, it does not need to be a condition. Ms. Rozek responded the
owner has met the zoning codes, but Mr. Samuelson is conect that an a11ey cannot be used this
way.
Mr. Strathman asked haue these conditions been discussed with the owner. Christine Rozek
responded no, and these are not conditions that LIEP can require under the zoning code. The
licensee will need to agree to these conditions.
