WHEREAS, a publi hearing was held by and before the Counci of
the City of S 'nt Pa 1 in the Council Chamber of the Court Hous of
said city at 10 00 a.m on Thursday, May 23, 1985 to consider the ad 'sa-
bility and nece sity f ordering the correction or wrecking and r val
of said struct e on e above described property inasmuch as said s c-
ture is report d to onstitute a hazard to public health, safety and
welfare.
WI�RE',AS, n th facts presented at the said hearing consi ting
of photographs, inspec ion reports and the recommendation of the Bui ding
Department, it is fur er determined that the above building consti utes
a hazardous bu lding ithin the definition of Minnesota Statutes 4 3.15
for the followi g reas ns:
1. Beca se of age, deterioration, lack of proper maintenace and
the following ist of deficiencies this building is a hazard and a bl ght-
influence on th neig rhood.
INTERIOR:
Cellar:
1. Stainaay t baseme t lacks handrail.
2. Open and e sed s licing of electrical wires in basement.
3. Unprotecte styrof rm insulation on basement walls.
4. Hot water iler i rusted and turned off.
5. Water heat r vent is disconnected.
6. No lever h dle ut off for gas water heater.
7. No ter�era ure-pr ssure-relief valve for water heater.
8. Improperly instal ed Romex wiring near water heater.
9. The waste or la dry tubs is not vented.
10. The cold w ter su ply piping is 1/2", not 3/4".
11. The gas me er has been removed.
12. Floor jois s near water meter have large cracks and splits.

4. The eave have some missing pieces and decayed and fire d ged
areas.

RESOLVED, That 'n accordance with the Minnesota Statutes Se tions
463.15 throug 463.2 and based upon the foregoing findings of th City
Council, the Counci of the City of Saint Paul does hereby m e the
following Orde :
ORDER
l. The owner f the above described building shall make th same
safe and not etrime tal to the public peace, health, safety and lfare
by either cor ecting the hazardous condition of the building as in 'cated
in this Order or by aving the building razed and the materials the efrom
removed from e pr 'ses within thirty (30) days from the date f the
service of thi Order
2. Unl ss suc corrective action is taken to ccxriply wi this
Order or an swer erved upon the City of St. Paul and filed 'n the
office of the Clerk of District Court of Ramsey County, Minnesota ithin
twenty (20) ys fr the date of the service of this Order, a tion
for s�y forc nt of this Order as it relates to the razi g and
removal of the buildi g will be made to the Ramsey County District Co .
3. In e eve t that the building is to be razed by the C'ty of
St. Paul purs ant to judgment of the District Court, all personal pr perty
or fixtures o any ind which may unreasonably interfere with the azing
and removal o this uilding shall be removed within ten (10) day from
the entry of udgmen ; and if not so removed, the City of St. Paul shall
remove and. di pose f such personal property and fixtures as pr_ vided
by law.
4. If e Ci y of St. Paul is corr�elled to take any corr ctive
action herein, all n essary costs expended by the City will be as essed

The Division of H using nd Building Code Enforcement is hereby submitt'ng its
report on the co ition f the structure at the location referred to ab ve.
The owners of re rd is/ re: James R. Kane, 330 Maple, St. Paul, Minne ota, 55106.
The legal descri tion of the property is: Nelson's Addition E 12 5/10 t. of
Lot 21 and W 25 t, of L t 22, Block 5.
The building is two-st ry, wood-frame construction.
The subject prop rty has been boarded up by the owner since September 2 , 1984.
This building be ause o age, deterioration, lack of proper maintenance and the
attached list of defici ncies, is a hazard and a blighting influence on the
neighborhood.
Inasmuch as the onditi ns outlined above constitute a public hazard an the owner
has made no atte pt to atisfactorily repair the damage despite our war ings, and
the continued va ant an boarded-up condition contributes a blighting i fluence
on the neighborh od, it is the recommendation of this Division that thi matter
be referred to t e City Attorney's office for razing and removal throug District
Cou proceeding .
