In 1999, the Saint Paul Department of Public Works is proposing to reconstruct Montana Avenue
between Chatsworth and Milton as part of the Chatsworth/Hoyt Residential Street Vitality Program
(RSVP) projecL The Chatsworth/Hoyt project consWction wilt include construction of concrete curb
and gutter, a new asphalt paved stree[ surface, driveway aprons, boulevard sodding, lantem style street
liehting and trees.
The north side of Montana Avenue in front of 933, 939, 945, 95i, 957, and 963 Montana already has
existing concrete curb and gutter. It is in fair to good condition. This curb and gutter was installed in
1970. The curb and gutter was paid for by the properties along Montana Avenue.
Public Works is proposing to remove and replace the curb and gu[[er in front of 933, 939, 945, 951, 957,
and 963 Montana. As per our standud practice, all of the sod, driveway aprons and outwalks in the
boulevards between the curb and public sidewalk also would be removed and replaced. It would be
difficult to protect the curb and gut[er during the construction. NSP will be working near the curb and
gutter when insta]ling the new gas main. Conduit for [he new street lighting needs to be placed in [he
boulevard behind [he curb and gutter. If new wrb and gutter is constructed, all of the curb and gutter on
Montana Street would match in appearance and age.
As an alternate, the curb and gutter could be left in place. The street pavement would still be removed
and replaced. Some of the curb may need to be removed and replaced due to disruption caused by utility
work. Sod, driveway aprons and outwalks in the boulevards between the curb and sidewalk would be
removed and replaced oniy as needed for NSP gas utility work and installation of the street lighting poles
and underground conduit behind the curb. As per City policy, if the curb and gu[ter was left in place, and
boulevard restored only as needed, your assessment for [he street paving portion of the project would be
reduced by 10% from $24.85 per assessable foot to $2236 per assessable foot.
Public Works is going to proceed with the removal and replacement of the curb and gut[er unless we hear
back from a ma}ority of the property owners that they are opposed to the removal of the curb and gutter.
The decision has to made regarding the curb and gutter on the entire length of curb and gutter in front of
933, 939, 945, 951, 957, and 963 Montana. It would be extremely difficult to remove or preserve the
curb and gutter on a property by property basis.
I would like you to call me at 266-6118 prior to November 20.1998 if you want the curb and gutter left in
place, or if you have any questions. I will keep a tally of the responses, and if a majority of the property
owners want the curb and gutter left in place, we will recommend that to the City Council at the Public
Hearing for [he projec[ on December 2, 1998.

In 1999, the Saint Paul Department of Public Works is proposing to reconstruct Montana Avenue
between Chatsworth and Milton as part of the Chatsworth/Hoyt Residential Street Vitality Program
(RSVP) projecL The Chatsworth/Hoyt project consWction wilt include construction of concrete curb
and gutter, a new asphalt paved stree[ surface, driveway aprons, boulevard sodding, lantem style street
liehting and trees.
The north side of Montana Avenue in front of 933, 939, 945, 95i, 957, and 963 Montana already has
existing concrete curb and gutter. It is in fair to good condition. This curb and gutter was installed in
1970. The curb and gutter was paid for by the properties along Montana Avenue.
Public Works is proposing to remove and replace the curb and gu[[er in front of 933, 939, 945, 951, 957,
and 963 Montana. As per our standud practice, all of the sod, driveway aprons and outwalks in the
boulevards between the curb and public sidewalk also would be removed and replaced. It would be
difficult to protect the curb and gut[er during the construction. NSP will be working near the curb and
gutter when insta]ling the new gas main. Conduit for [he new street lighting needs to be placed in [he
boulevard behind [he curb and gutter. If new wrb and gutter is constructed, all of the curb and gutter on
Montana Street would match in appearance and age.
As an alternate, the curb and gutter could be left in place. The street pavement would still be removed
and replaced. Some of the curb may need to be removed and replaced due to disruption caused by utility
work. Sod, driveway aprons and outwalks in the boulevards between the curb and sidewalk would be
removed and replaced oniy as needed for NSP gas utility work and installation of the street lighting poles
and underground conduit behind the curb. As per City policy, if the curb and gu[ter was left in place, and
boulevard restored only as needed, your assessment for [he street paving portion of the project would be
reduced by 10% from $24.85 per assessable foot to $2236 per assessable foot.
Public Works is going to proceed with the removal and replacement of the curb and gut[er unless we hear
back from a ma}ority of the property owners that they are opposed to the removal of the curb and gutter.
The decision has to made regarding the curb and gutter on the entire length of curb and gutter in front of
933, 939, 945, 951, 957, and 963 Montana. It would be extremely difficult to remove or preserve the
curb and gutter on a property by property basis.
I would like you to call me at 266-6118 prior to November 20.1998 if you want the curb and gutter left in
place, or if you have any questions. I will keep a tally of the responses, and if a majority of the property
owners want the curb and gutter left in place, we will recommend that to the City Council at the Public
Hearing for [he projec[ on December 2, 1998.
