1 . Give a ful descri tion of the proposed program.
PROJECT DESCRI TIOP� - he City of Saint Paul , Division of Parks and R creation,
will provide 1 cal sup ort groups in one of four recreation districts n oppor-
tunity to devel p, imp ove skills, and enhance the cooperation betwee volunteers
and Division s ff. T aining will be provided for support groups and staff
members workin with t em in the following areas: member recruitment, meeting �
effectiveness, und ra sing, public relations, and supp�rt group main enance.
We will also de elop 1 cal area recreation brochures which provide ba kground
information on rogram offerinos, describe the support groups, their a complish-
ments, and thei goals and objectives. The brochure can also be used s a fund
. raising tool an a rec uitment technique; it can be delivered to community residents
and distributed at spe ial events.
This program is a pilo project in one recreation district in St. Paul . If the
goals of the p gram a e met, it will be offered to the entire city wi h training
provided by the volunt ers and staff of the district covered by the pi ot project.
BACKGROUND - Th s prog am has been developed because the City of Saint Paul 's
Division of Par s and ecreation is currently reorganizing its parks a d rec-
reation system o impr ve the quality of recreation progra mning in St. Paul .
The newly plann d syst m divides the city into fourteen service areas nd creates
a three-tier sy tem of services.
Within each are , one enter will become a Comnunity Recreation Center and will
provide recreat on for all age groups (adults and children). It will ave a
larger staff th n is c rrently scheduled and will be open expanded day evening,
and weekend hou s. Th Corr�unity Recreation Center is expected to dra users
from throughout the se vice area. The rer�aining centers will be desio ated either
as Neighborhood or Sea onal Recreation Centers . Programs at Neighborh od Centers
will emphasize outh a d athletic programs and the Seasonal Centers wi 1 be staffed
only during pea use p riods each year (sur�mer and winter) .
Service among t e cent rs in each area will be coordinated by professi nal staff
and an area-wid citiz ns advisory council ; programming will also be c ordinated
between the are cente s.
2. How does th s progr m related to the development/management of yo r volunteer
program?
The three-tiere syste will change substantially the way recreation c nters are .
currently opera ing. I stead of being independent of each other, area centers
will work coope atively to provide services. This change will require that both
staff and suppo t group expand their focus from a team sport or indiv dual
center interest to a mo e broadly based cortmunity interest.
The volunteer g up tha is involved in the pi]ot project will gain ne skills
so they can bec e a co unication link�of a larger area; they will al o be able
to share the skills the develop in training volunteers from other are s of
St. Paul .

service.
Volunteers and taff mbers as recipients of this pilot project will serve
as facilitators for th ir counterparts in other areas of the city. T is will
develop a broa r base of support for the area recreation program. T ir
assistance in i entifi ation of recreational or cultural needs in the ommunity
will provide a ecreat'on program that will provide the widest possibl
assortment of p o9ram pportunities. Support groups will continue to lay a
vital role in t e prov sion of services including fund raising and public
relatio ns.
4. Provide a b eakdow as to how and when the requested money would b spent.
Initial trainin of st ff will be provided by Parks and Recreation beg'nning
in March, 1985. Inten ive training of staff will prepare them to begi recruit-
ment of volunte rs who are i.nterested in being involved in expanding t e focus.

Participants will eval ate the training sessions at their conclusion b answer-
ing questionnai e on t eir expectations of the session and the outcome of it.
Increased activ�ty by support group, plus additional support group mem ers
taking part in rograms will be documented. Increases in resources, s ch as
money, can also be ide tified and documented.
6. Give specific details of your plans for future funding of this pro ram.
This program is intend to develop skills in support group members a staff
to maximize use of all ommunity resources, facilities, programs, and eople.
The ability of taff a support groups to continue the program within the
