1 WHEREAS, The residents adjacent to Cretin-Derham High School have submitted a petition
2 in compliance with Legislative Code 168.03; and,

4 WHEREAS, Residents on more than 8 blocks are affected daily by the 200-plus student

8 years, whereby residents can no longer feel safe or unencumbered at the present level; and

WHEREAS, the Council of the City of Saint Paul finds that the residential area adjacent to
Cretin-Derham High School does not have sufficient access or o�street parking to safely
accommodate the parking needs of the residents, and the parking needs of non-residents using
the school. The council further finds the frequent parking of vehicles in this residential area by
these non-residential users has created residential problems of a safety, environmental and
aesthetic nature.
THEREFORE, to enhance the quality of life in residential areas by reducing noise, traffic
hazards and litter; to reduce air pollution and other environmental factors, and to preserve the
safety of children and other pedestrians; to preserve the character of this district as a residential
district and to protect the residents of these areas from unreasonable burdens in gaining access to
their residences; the Counci! of the City of Saint Paul hereby

months of the year. Residents cannot park, pick up trash and are victimized by the volume and speed of
student traffic. Residents have submitted petitions exceeding the 60% requirement (65%) and 8 block
minimum (9 block) requirement.

Dear Council Member;
The Highland District Council, at its September Board meeting, heard a request
from residents of 7uno, Niles and Watson between Haniline and Syndicate to
establish a Residential Permit Parking Area on their streets. The request asks thax
the Residential Pernut Pazking Area be in affect from August 15�' to June 15'� from
8:00 A.M. to 4:00 P.M. Monday through Friday. The reason for the request is to
discourage parking on neighborhood streets by students from Cretin Derham Hall
High school. The Higliland District Council voted to support the petition of the
residents to implement pernut parking.
The District Council £urther instructed its Transportation Committee to work with
the neighbors and Cretin Derham Hall to resolve other issues that impact the
neighborhood resulting from the numbers of students who are in the area on a daily
basis. The Transportation Committee will be contacting Cretin Derham Hall to
begin this conversation.

Dear Council Member;
The Highland District Council, at its September Board meeting, heard a request
from residents of 7uno, Niles and Watson between Haniline and Syndicate to
establish a Residential Permit Parking Area on their streets. The request asks thax
the Residential Pernut Pazking Area be in affect from August 15�' to June 15'� from
8:00 A.M. to 4:00 P.M. Monday through Friday. The reason for the request is to
discourage parking on neighborhood streets by students from Cretin Derham Hall
High school. The Higliland District Council voted to support the petition of the
residents to implement pernut parking.
The District Council £urther instructed its Transportation Committee to work with
the neighbors and Cretin Derham Hall to resolve other issues that impact the
neighborhood resulting from the numbers of students who are in the area on a daily
basis. The Transportation Committee will be contacting Cretin Derham Hall to
begin this conversation.
