Tom Gleas n has een appointed to the position of Associate Dir tor of Personnel It i in the best interest of the City to fill this osition as quickl as po sible with the most qualified person that we c find. According to the Charter the Council has three responsibilities concernin the h ring of the new Director. 1. The ouncil shall establish minimum qualifications. A resolut on is ttached to this letter that sets minimum quali ications as recomm nded b the Personnel Office. The Personnel Office c sidered the reco endati ns of; the Personnel Issues Task Force, the In titute of Public Admini tration and the Comparable Worth Consultants, ' arriving t the inimum qualifications. I also concur with the r recommend tion. If the Co ncil w 11 take immediate action on this resolution th re will be five o portun ties for debate at the Finance, Management and Personnel Commit ee meetings prior to the second and final read' g on April 30. April 30t is th first Council session following the legal exe tion date of t e revi ed Charter. All official actions to procure a new Personnel Direct r must come after this date. 2. The ouncil shall appoint an Examining Committee. An ordina ce app inting the examining committee is also attache . I am hopeful t at thi ordinance will also receive a first reading o March 20.
