WHEREAS, the Depa tment f Public 1Norks has developed a Comprehensive
Sewer Plan compris d of Pa t i - Stormwater Management Plan and Part II -
Sanitary Sewer Pla , purs ant to the requirements of the Metropolitan
Planning Act and as a condi ion of the current National Pollutant Discharge
Elimination System NPDES) and State Disposal System (SDS) permits for the
sewer system; and
WHEREAS, the fede 1 and state pollution control regulations require the
Mississippi River be ade fi hable and swimable; and
WHEREAS, the City of Sai t Paul recognizes the pollutant effects to the
public waters in the tate c used by combined sewer overflows; and
WHEREAS, the City f Sain Paul initiated a Sewer Separation Pragram in
1958, and since the has e ended over $80 Million on sewer separation type
projects; and
WHEREAS, there re ains on y 36� of the georgraphic area of the city to be
separated at a prese t est i ated cost of $172 Mi i t i on; and
WHEREAS, the Stor water anagement Plan identifies sewer separation as
the most cost-effe tive m thod of ineeting the goals of the city, region,
state and federal ag ncies; nd

WHEREAS, the Stor water Management Plan identified as appropriate
approximately 80T o tside f nding which includes major grant funding from
state and federal age cies a d approximately 20� funding by the city far the
separation program; nd
WHEREAS, the Sanita y Sewe Pian identifies the sanitary sewer extensions
necessary to serve t e long- ange planning and development needs of the city
and also the regula or mo �fications necessary to abate poliution of the
Mississippi River in oordina ion with the Stormwater Management Ptan; and
WHEREAS, many of t e main interceptors for the metropolitan sewer system
were built as combin d sew rs by the City of Saint Paul and that the current
replacement costs f these sewers far exceeds the credit the city received
when the Metropolita Waste Control Commission acquired these sewers; and
NOW, THEREFORE, BE T RES LVED, that the Council of the City of Saint Paul
approves the Compr hensiv Sewer Plan for the City of Saint Pau1 as
developed by the De artmen of Public Works that identifies the sanitary
sewer needs and al o iden ifies sewer separation as the cost-effective
method of ineeting t e pollu ion abatement goals of the state and nation, as
well as the stormwa er need of the city; and be it

completed within 2 years i the identified state and federal grant funding is

FURTHER RESOLVED, that a ditional state and federal financial assistance
will be required if t e sepa tion program is to be undertaken in less than the
20 years presently p oposed and be it
FINALLY RESOLVED, that th state and federal agencies are encouraged to
implement a fair, quitab e and uniform grant funding program for all
projects which eli inate t e discharge of raw sewage to the public water
bodies in this state.
