MIIrIORANDUM OF AGREF.MENT
This Memoran um of greement is by and between the City of Saint Pa 1 and
the City of t. Pau Professional Employees Aseociation, Inc. In f 11
settlement o negot ations, the parties hereto have agreed as follo s:
1. Except a herei modifed, the 1984-1985 Agreement between the p rties
shall be the ba is of the forth comiag labor agreement.
2. The foll wing s 11 be effective upon the execution of this Mem randum:
A. Arti le 2.2 of said Agreement dealing with Severance Pay s all
be r placed ith Article 2.21 which is attached hereto and ade a
part ereof. _
B. Arti le 5.4 f said Agreement dealing with Service Fee shal be
repl ced wit Article 5.4 which is attached hereto and made a part
here f.
C. Arti e 14 o said Agreement dealing with Insurance shall b replaced
with rticle 14 which is attached hereto and made a part he eof.
D. Arti e 16.1 of said Agreement dealing with Holidays shall e replaced .
with rticle 16.1 which is attached hereto and made a part ereof.
E. Arti e 21.1 of said Agreement dealing with Duration and Ef ective
Date hall b replaced with Article 21.1 which is attached ereto
and de a p rt hereof.
F. Appe ix A o said Agreement dealing with Wages shall be re laced with
Appe ix A w ich is attached hereto and made a part hereof.

ARTICLE - CHE K OFF AND SERVICE FEE
5.4 The SSOCIA ION agrees that a service fee of twenty-five c ts
($0 25) pe member, per month shall be deducted by the OYER
fro the a ount withheld for dues or fair share prior to r mittance
of ues or fair share to the ASSOCIATION. Effective Januar , 1986,
thi amoun shall be increased to fifty cents ($0.50) per onth.
ARTICLE I - SEV RANCE PAY
2.21 The em loyee must be 58 years of age or older or must be
eligib e for pension under the "rule of 85" or the " le of
90" pr visions of the Public Employees Retirement Ass ciation
(PERA) The "rule of 85" and the "rule of 90" criter a shall
also a ply to employees covered by a public pension p an other
than P RA.

14.1 The EMPLOY R will ontinue for the period of this AGREEMENT to pr vide
for EMPLOY S such health and life insurance benefits as are prov ded by
EMPLOYER at the ti e of execution of this AGREEMENT.
14.2 The EMPLOYE will or the period of this AGREEMENT provide for LOYEES
who retire fter t e time of execution of this AGREEMENT, and unt 1 such
EMPLOYEES r ach si ty-five (65) years of age, such health insuranc benefits
as are prov ded by the IIKPLOYER for such EMPLOYEES and such life i surance
benefits as provid d in this article.
14.3 Effective J nuary , 1985, for each employee who retires during th term of
this AGRE NT and s eligible for early retiree benefits under th terms
set forth i this a ticle and who selects employee insurance cover ge, the
EMPLOYER ag es to ontribute the cost of such coverage or �87.06 er month,
whichever is less. In addition, for each eligible early retiree w o selects
dependent's nsuran e coverage, the EMPLOYER will contribute the c st of
such depende t's co erage or �203.86 per month, whichever is less. Effective
January, 198 , the ollar caps specified in this Article 14.3 shall be
ad�usted to qual t e January, 1986 premium cost for the health ins rance plan
offered to t e City by Blue Cross-Blue Shield for early retirees.
In order to e elig ble for City benefits under the early retiree p ovision,
the Employee must:
14.31 Be rec iving b nefits from a public employee retirement act a the
time o retire ent.
14.32 Have s ered h s/her relationship with the City of .St. Paul u der one
of the arly r tiree plans.

14.4 For each e igible employee covered by this AGREEMENT selecting a ealth
insurance rogram upplied to the City, the City shall pay the en ire cost
of such co erage, r $70.00 per month whichever is less. For eac employee
selecting ily c verage, the City shall pay the entire cost of uch family
coverage o $180.0 per month, whichever is less.
14.5 Not withsta ding A ticle 14.4 for each eligible employee covered y this
AGREEMENT s lectin the health insurance program supplied to the ity by
HMO-Minneso a, the City shall pay the entire cost of such coverag , or
$70.00 per onth, hichever is less. In addition, for each emplo ee selecting
dependent's covera e under the program offered to th� City by HMO innesota
the City sh 11 pay the entire cost of such dependent's coverage o �128.59
per month, hichev r is less. This Article, 14.5, applies only t employees
who were co ered a of November 1, 1984 by the health insurance pr gram supplied
to the City by HMO Minnesota and shall continue to apply only as 1 ng as such
employee re ains c ntinuously covered by such program.
14.6 Not withsta ding A ticle 14.4, for each eligible employee covered y this
AGREEMENT s lectin the health insurance program supplied to the C ty by
Physicians ealth an, the City shall pay the entire cost-of such coverage,
or $78.98 p r mont , whichever is less. In addition, for each emp oyee
selecting d pendent's coverage under the program offered to the Ci y by
Physicians ealth P an, the City shall pay the entire cost of such dependent's
coverage or 151.81 per month, whichever is less. This Article, 1 .6 applies

14.7 The Employe will ttempt to prevent any changes in the benefits ffered by
the Health ainten nce Organizations plans. However, employees s lecting
one of the lans o fered by one of the Health Maintenance Organiz tions
agree to ac ept an changes in benefits which the specific Health Maintenance
Organizatio imple ents. The only Fee for Service Health plan is understood to
be the plan design ted as Alternate 5 bid by Blue Cross-Blue Shie d for January
1, 1985.
14.8 For each el gible mployee covered by this Agreement, who on Nove er 1, 1984
was covered by the single coverage health insurance program suppli d to the
City by'Blu Cross and Blue Shield and who on April 1, 1985 is sti 1 covered
by the said insura ce program, the Employer will pay to each such mployee
a sum of $2 0.00 0 or before May 24, 1985.
14.9 For each el gible ployee covered by this Agreement, who on Novem er 1, 1984
was covered by the amily coverage health insurance program suppli d to the
City by Blu Cross nd Blue Shield and who on April 1, 1985 is sti 1 covered
by the said insuran e program, the Employer will pay to each such mployee
a sum of $1 .00 on or before May 24, 1985.
14.10 The City ag ees to contribute the cost for $5,000 of Life Insuran e Coverage
for each emp oyee w o is eligible for such coverage or $2.07 per m nth,
whichever am unt is less. Any increase in this Life insurance pre ium shall
be paid by t e empl yee.

14.11 In additi n to t e �5,000 Life Insurance Coverage in 14.10, the LOYER
agrees to ontrib te the cost of additional life insurance covera e or $0.51
per thousa d doll rs of coverage per month, whichever amount is 1 ss. The
total amou t of 1 e insurance coverage provided under this secti n and
section 14.10 for ach employee shall be equal to the employee's nnual salary
to the nea st ful thousand dollars. For the purpose of this se tion, the
employee's nnual alary shall be based on the salary as of Janua y 5, 1985.
Effective J nuary , 1986, the employee's annual salary shall be ased on the
employee's alary s of January 4, 1986. Effective January 3, 19 7, the
employee's nnual alary shall be based on the employee's salary s of January

ARTICLE VI - H LIDAYS
16.1 Hol days r cognized and observed. The following days shal be

Eli ible em loyees shall receive pay for each of the holid ys
list d abov , on which they perform no work. Whenever any of the
holi ays li ted above shall fall on Saturday, the precedin Friday
shal be ob erved as the holiday. Whenever any of the hol days
list d abov shall fall on Sunday, the succeeding Monday s all be
obse ed as the holiday.
ARTICLE I - D TION AND EFFECTIVE DATE
21.1 Exce t as h rein provided this AGREEMENT shall be effectiv as of
Janu ry 1, 985 and shall continue in full force and effec thru
Dece ber 31 1987, and thereafter until modified or amende by
mutu 1 agre ment of the parties. Either party desiring to mend
or m dify t is AGREEMENT shall notify the other in writing o as
to c mply w th the provisions of the Public Employment Labo
Rela ions A t of 1971.

HOW TO USE THE GREEN SHEET ° � -- • _
The GREEN SHEET has several PURPOSES:
1, to assist in routing documents and in securing required signatures '
2. to brief the reviewers of documents on the impacts of approval .
3. to help ensure that necessary supporting materials are prepared, and, if ,
required, attached.
Providing complete information under the listed headings enables reviewers to make
decisions on the documents and eliminates follow-up contacts that may delay execution.
The COST/BENEFIT, BUDGETARY AND PERSONNEL II�ACTS heading provides space to explain
the cost/benefit aspects of the decision. Costs and benefits related both to City
budget (General Fund and/or Special Funds) and to broader financial impacts (cost
to users, homeowners or other groups affected by the action) . The personnel impact
is a description of change or shift of Full-Time Equivalent (FTE) positions.
If a CONT�tACT amount is less than $10,000, the Mayor's signature.is not..required,

Severance Pay Allows employees retiring under the "rule of 85" to b eligible
