WHEREAS cen ral cities are plagued by decayin
housing st ck, commercial/industrial facilities,
predominance of hi h levels of unemployment, and low inco e
levels, and
WHEREAS unle s financial incentives exist, private
developers m y not be willing to pay the high cost, and
manage the h ghly ontroversial and complex procedures
required to nvest in the central cities , and
WHEREAS the rban Revitalization Action Program is
designed to evita ize the most distressed neighborhood
areas in Min esota s first class cities, in particular,
Minneapolis nd St Paul, and
WHEREAS the Urban Action Revitalization Action
Program will provi e a state match of up to $20 million fo
the bienniu to revitalize housing stock and enhanc
economic dev lopme t in areas selected by the cities as
"distressed, and
WHEREAS the ity councils in Minneapolis and St. Pau
will recomme d loc 1 match financing alternatives, and
recommend us s for the funds,
THEREFO E, BE IT RESOLVED THAT the City of St. Paul
supports th Urb n Revitalization Action Program, an
directs lob ying staff to introduce and lobby such
legislation uring the 1987 legislative session.
